REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Consultant Service: Technical Assistance for the Implementation of the Professional Development Program for Basic Education Teachers (Development of Structured Materials)

The Government of São Tome and Principe has received financing from the World Bank toward the cost of the Girls Empowerment and Quality Education for All Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Technical Assistance for the Implementation of the Professional Development Program for Basic Education Teachers (Development of Structured Materials)

The services include:

  • Develop Teacher Guides with structured lesson plans and activity notebooks for students in the initial grades of the 1st cycle of Basic Education (1st and 2nd grades), based on the curriculum programs and student manuals for the subjects of Portuguese Language and Mathematics.
  • Develop a continuous professional development program for teachers of the initial grades of the 1st cycle of Basic Education (1st and 2nd grades) based on teacher pedagogical guidance (coaching methodology), with classroom observation and follow-up after observation to assess the level of appropriation and use of the developed materials; and
  • Train technicians from the Ministry of Education, trainers, pedagogical advisors, pedagogical supervisors, and teachers, aiming at strengthening effective pedagogical strategies and the effective use of the materials produced.

AFAP (Projects Administrative and Fiduciary Agency) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Company-specific experience in line with the requested service;
  • Proven experience of at least 8 years in the development of structured educational-pedagogical materials for teachers of early grades in Basic Education (Grades 1 to 3), including teachers’ guides/structured lesson plans, teaching and learning support materials for the use of the plans, and pedagogical support manuals for teachers.
  • Proven experience of at least 5 years in the development of structured educational-pedagogical materials for teachers of early grades in Basic Education (Grades 1 to 3) in developing countries with contexts similar to São Tomé and Príncipe.
  • Minimum of 5 years’ experience in training teachers in the public basic education system, with a focus on literacy, numeracy, and structured pedagogy.
  • Among the experiences listed above, at least one must have been carried out in Portuguese-speaking African countries, or in developing countries with contexts similar to São Tomé.
  • Work carried out in similar or related projects financed by the World Bank or other multilateral agencies (European Union, AFDB, etc.);
  • Technical capacity and company management.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
