Country: Republic of Mozambique Name of Project: Transport Corridors for Economic Resilience (TRACER SOP2) Grant number: IDA-E4810 Job title: Preparation of the Procedures Manual of the Project Portfolio Coordination Unit Reference Number: MZ-MTL-558090-CS-INDV The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Transport Corridors for Economic Resilience (TRACER SOP2) project and intends to apply part of the resources to consulting services.

The consulting services ("the Services") involve development of a Portfolio Procedures Manual (PM) for Management of projects financed by the World Bank, and implemented by the Portfolio Coordination Unit (PMU, PIUs and TACF), which systematically documents the policies, procedures and operational practices to be followed in implementation, monitoring, financial management, procurement, socio-environmental safeguards, execution of works, quality control, communication and involvement of stakeholders, as well as reporting and/or accountability to the ministerial tutelage and the financier.

The PM shall also establish standardized procedures and workflows aimed at improving coordination across the portfolio, strengthening implementation efficiency, accelerating decision-making and project execution, reducing administrative bottlenecks, and promoting the cost-effective use of resources. In this regard, the Manual shall include procedures and arrangements that facilitate resource optimization, economies of scale, streamlined business processes, and effective portfolio oversight while ensuring full compliance with Government regulations and World Bank requirements.

In addition, the PM should also review and update the indicators and criteria for evaluating the performance of the PMU and PIUs. The duration of the assignment is estimated to be four (4) months. The Ministry of Transport and Logistics (MTL) now invites qualified individuals ("Consultants") to express their interest in providing the Services. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work and (ii) a cover letter, specifically addressing how the applicant fulfills each of the mandatory selection criteria. It is mandatory to specify the reference number and the activity description.

The criteria for selecting the Consultant are found in section seven (7) of the Terms of reference. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Rules for IPF Borrowers of September 2025 ("the Rules"), which sets forth the Bank's policy on conflict of interest.
