REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

DEVELOPMENT OF COMPREHENSIVE DISASTER

AND VULNERABILITY RISK PROFILES FOR THE KINGDOM OF ESWATINI

Assignment Title: Consulting services to develop a comprehensive disaster and vulnerability risk profiles for the Kingdom of Eswatini under the EWSSAP.

Background to the Assignment

The Kingdom of Eswatini is a land-locked country with a land area of about 17,363 km2. Elevation ranges from about 250 m in the Lowveld to about 1400 m in the Highveld, and has four agro-ecological zones with generally distinct climatic characters, that is sub-humid and temperate over the Highveld, and semi-arid and warm in the Lowveld. The mean annual rainfall ranges from about 1,500 mm over the north western parts of the country to about 500 mm over the Lowveld and characterized by high inter annual variability. The country experiences fatalities and injuries, property damage, economic and social disruption resulting from disasters of varying magnitudes and scales.

In recent times, the country has experienced an increase in the frequency and intensity of extreme events, which together with the concentration of social assets in risk-prone areas due to ad hoc and inappropriate land use planning, have contributed to rising human and economic loss from such disasters.

Qualification of Consultancy Firm

The consultant should be a firm subject to eligibility as stipulated in the “World Bank Procurement regulations for IPF Bank Borrowers, July 2016, revised November 2017, August 2018 and November 2020.

The EWSC & NDMA now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the above-mentioned services for the development of risk profiles. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to provide the Services. The shortlisting criteria are:

  • A minimum of ten years progressively responsible professional work experience in disaster risk reduction, climate variability and change, and disaster risk profiling in line with vulnerability assessments.
  • Proven expertise and experience in the formulation and development of disaster and vulnerability risk profiling for a wide scope of hazards, including landslides, storms and droughts conducted in the last eight (08) years for five (05) different assignments.
  • Proven experience in the Design, installation, customization and deploying of an open-source geospatial data sharing platform conducted in at least (05) assignment
  • Proven understanding of disaster risk reduction and resilience, climate change adaptation and water resources management approaches
  • Experience in development of disaster and vulnerability risk profiles in SADC (Southern African Development Community) countries within the last five years, mention at least five (05) successful projects.
  • Evidence of expertise in Geographic Information Systems (GIS) and development of Geospatial Data Sharing system or platform for disasters and hazards.

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018 and November 2020 setting forth the World Bank’s Policy on Conflict of Interest.

Consultants are required to collaborate to enhance qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

Consultants will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018 and November 2020.
