REQUEST FOR EXPRESSIONS OF INTEREST FOR A FIRM TO CARRY OUT THE IMPACT EVALUATION FOR THE SWAZILAND PILOT CASH TRANSFER SCHEME FOR ORPHANS AND VULNERABLE CHILDREN

BACKGROUNDINFORMATION

The Government of Swaziland has received financingfrom the International Bank for Reconstruction and Development (IBRD)towards the cost of a five-year Health HIV/AIDS and TB Project in theamount of US$20 Million equivalent. This project is jointly financed by the European Union in the amount of Euro 14.5 million. The Government of Swaziland intends to apply part of the proceeds of this financing to payments under the contract for the

Impact Evaluation for the Swaziland Pilot Cash Transfer Scheme for Orphans and Vulnerable Children.

The project has three components: the first two, (i) strengthening the capacity of the health sector and (ii) facility-level support to improve access, quality and efficiency of services is implemented by the Ministry of Health (MOH) and the third component, (iii) strengthening of the orphans and vulnerable children (OVC) safetynet is implemented by the Deputy Prime Minister's Office (DPMO).

OBJECTIVE

The objective of the assignment is to conduct an Impact Evaluation Study of the pilot cash transfer including baseline survey and conducting follow up/impact survey along with process evaluation to provide empirical evidence to Government of Swaziland on the impact of OVC Pilot Cash Transfer Scheme to make an informed decision on whether to continue and expand the OVC Cash Transfer Scheme.

BRIEF SCOPE OF ASSIGNMENT

The Impact Evaluation Study will measure the impact of the cash transfer on wellbeing of OVC through determining the 1) welfare impacts; 2) human development impacts, 3) the operational effectiveness and 4) generate lessons for potential future expansion of the Pilot Cash Transfer.

The DPM's Office now invites eligible consultancy firms to indicate their interest in providing the services. Interestedconsultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are:

  • Evidence of having carried out similar Impact Evaluation Studies
  • Evidence of having carried out similar Impact Evaluation Studies in similar conditions
  • Availability of skills in Impact Evaluation Studies among staff

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. Firms wishing to associate must state clearly the nature of theproposed association (either joint venture or a subconsultancy).

Selection of the Consultants will be done in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, publishedin January 2011.
