Expressions of interest Annual Performance Assessment of participating Urban Local Governments and Tinkhundla

This request for expression of interest follows the general procurement notice for this project that appeared in the dg market on the 13 December 2010.

The Government of Swaziland has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Swaziland Local Government Project and intends to apply part of the proceeds for consulting services.

The services include an annual performance assessment of the eligibleurban local governments (ULGs) and Tinkhundla (rural local governments) that will have received discretionary grants under the project during the year under review. Performance Assessments for ULGs will review financial stability and good governance, administrative efficiency, project execution and service delivery and participation, transparency and accountability against agreed criteria. For Tinkhundla the performance indicators will be in the areas of participatory planning and budgeting, administrative effectiveness, reporting and disclosures and sustainability. In addition to the assessments, the consultant will be required to review the assessment framework and make recommendations on any modifications for future years.

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 and revised in October 2006 and May 2010 edition). The consultancy will be procured using Quality- and Cost-based Selection (QCBS).

The Project Support Team now invites eligible consultants to indicatetheir interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

The expected duration of the assignment is four years. The contract would initially be for two years, renewable annually, subject to satisfactory performance and business need.
