EXPRESSION OF INTEREST – CONDUCTING A TRAINING EVALUATION AND IMPACT ASSESSMENT STUDY

This request for expression of interest follows the general procurement notice for this project that appeared in the dg market on the 13 December 2010.

The Government of Swaziland received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Swaziland Local Government Project. The project includes three components, as follows:

Component 1 (Tinkhundla Infrastructure and Capacity Building Support) provides performance-based funding for small-scale infrastructure within eight selected Tinkhundla and capacity-building support to the administration structures of the eight Tinkhundla.

Component 2 (Urban Infrastructure Grants and Capacity Building Support) provides discretionary grants to finance capital investments in local roads, and provides capacity building support to twelve urban local governments to provide and sustain local services.

Component 3 (Project Management and Technical Assistance) supports the establishment and operation of the Project Support Team (PST), strengthening the capacity of urban local governments and Tinkhundla, carrying out of performance assessments and related reviews, and strengthening the local government monitoring systems of the Ministry of Housing and Urban Development and the Ministry of Tinkhundla Administration and Development.

The Government of Swaziland intends to apply part of the loan proceeds for consulting services. The implementing agencies are the Project Support Team, the twelve urban local governments and the Micro Projects Programme.

The objective of this assignment is to conduct an assessment of the effectiveness of the training and mentoring provided by the two mobile teams; the rural capacity building mobile team (RCBMT) and urban capacity building mobile team (UCBMT) who were employed under the project to respectively provide capacity building to Tinkhundla and the Urban Local Governments (ULGs). The assignment seeks to evaluate the benefits to the local governments (ULGs and Tinkhundla) accruing from the implementation of sub-components 1(b) and 2(b) of the project.

Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 and revised in October 2006 and May 2010 edition). The consultancy will be procured using Individual Consultant Selection (ICS)

The Project Support Team now invites eligible individual consultants to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services.

The consultant will need to meet the following criteria:

The consultant should be a qualified professional in their field of study with a minimum of 5 years’ experience in local government / finance / administration or any other related field and proficiency or an understanding of local government capacity building in the areas of administration, financial management, public participation and accountability as well as procurement, project planning and management and asset management or any other related field.

He/she should have a minimum first degree in their respective field and has undertaken similar consultancy work in World Bank funded projects or similar.

The consultant will be required to conduct an assessment of how the project has impacted on local government planning and budgeting, financial management, audits, and asset management and produce a report on findings for presentation to stakeholders. The consultant will be expected assess the effectiveness and impact of the mentoring/handholding (soft components) of the project.

The expected duration of the assignment is limited to 60 working days and will be undertaken during the month of January 2019.
