  • Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.

The Ministry intends to apply part of the proceeds of the grants towards procurement of Warehouse Supervisor to support HSTP in ensuring availability of essential medicines and medical supplies. Therefore, Ministry of Health, is seeking to contract competent and experienced person to contribute towards the realization of project objectives on PSM.

  • Scope of services
  • Supervise loading and off-loading of the commodities and scrutinize all waybills to ensure that the commodities are of correct quantities and quality as manifested on the waybill/parking list and purchase orders.
  • Commodities must be carefully inspected and counted during off-loading before accepting in the warehouse and record both written and photographically all missing quantities on the delivery, lost in transit or quantities damaged if any.
  • Immediately document and reconstitute torn / loose / slack / leaking / damaged bags, tins or cartons to prevent any further loss.
  • Participate in commodities kitting, packing and labelling ready for distribution to the last mile delivery points.
  • Maintain good warehousing standards. Storage of commodities must be done properly. Commodities must be stacked on pallets and in an organized manner by commodity type and batch number to facilitate proper physical count.
  • Responsible to accurately fill and update all the warehouse records including Ledger books, stack cards and stock control sheets. Quantities recorded on these documents MUST correspond to the daily physical stock in the warehouse.
  • Ensure that loading of commodities shall ONLY take place after receiving a LOADING AUTHORIZATION from the Warehouse Manager or his designee.
  • Ensure all commodities leaving the warehouse MUST be accompanied by a waybill or a delivery note.
  • Inspect trucks loaded to ensure that they are properly covered with tarpaulins before leaving the warehouse.
  • Complete and hand over the approved commodity delivery documents to transporters before they leave the warehouse i.e. dispatch waybill and truck inspection reports.
  • Notify SMoH/CHD/IP and Pharmaceutical Officer about the particulars of the truck and consignment loaded as soon as the truck leaves the warehouse.
  • Follow up with recipient at CHD drug stores and health facilities to ensure they receive the right quantities and qualities as in the dispatch notes and waybills.
  • Maintain a loss/damage file with all the original supporting documentation of each transaction for each loss/damage report.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

  • Duration:

The Warehouse Supervisor will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs.

  • Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open International Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • A Master’s degree or equivalent in pharmacy, supply chain management, logistics, public health, health systems management, or a related field. A professional certification in logistics or supply chain management will be an added advantage.

B. Professional Experience

  • A minimum of seven (7) years of progressive professional experience in warehousing, pharmaceutical supply chain management, logistics, or health commodity management, preferably within international institutions, donor-funded programs, or public health projects, and at least three (3) years of direct experience in a similar or related position.
  • Demonstrated experience working in developing country settings. Familiarity with the healthcare supply chain and logistics environment in South Sudan is highly desirable.
  • Strong technical expertise in warehousing, transportation, shipping, and freight forwarding.
  • Proficiency in logistics management information systems (LMIS) and other relevant inventory management software.
  • Experience working collaboratively with government institutions, international organizations, and non-governmental entities in a multicultural setting.
