  • Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.

The Ministry intends to apply part of the proceeds of the grants towards procurement of Project Administrator to support HSTP by providing exceptional administrative support across various PMU tasks and ensuring smooth operations that will contribute to overall team efficiency and realization of project objectives.

  • Scope of services
  • Working closely with PMU team to organize office work and provide necessary support to staff members and ensure compliance with housekeeping rules, including keeping staff attendant.
  • Coordinate with PMU leads on activities such as trainings, meetings and conferences, and work closely with procurement and finance to arrange venues and catering, traveling and accommodations and handle all matters pertaining to those events.
  • Maintain office equipment, including computers, printers, conference equipment and supplies including stationaries, and office refreshment and work closely with procurement and finance to place orders as needed.
  • Work closely the PMU team leads and procurement and finance to organize for supervisory field visits, road traveling, flights, and accommodations and follow up on other pertaining issues field visits.
  • Ensure full compliance with employee’s handbook regulations including, employee code of conduct and compliance with PSEA obligations at workplace.
  • Handle GRM enquiries in person, by telephone or online and refer the complaint immediately with Project Manager and concerned sections (GBV, E&SS) to be raised to the GRM committee.
  • Deal with PMU staff complaints regarding workplace issues and handle it promptly refer complex complaints to the Project Manager to handle it to ensure conducive workplace environment.
  • Ensure PMU staff report to work and keep staff attendant sheet and report unauthorized absenteeism.
  • Manage PMU assets including, proper register for vehicles, generators, office IT equipment, and furniture and ensure proper use regular services and maintenance.
  • Ensure proper use of vehicles and generator and recording of fuel consumption and regular services and maintenance records.
  • File project documents, including correspondents and keep proper custody and archiving of the project documents.
  • Be responsible of the PMU Office Attendants and the drivers and manage their duties.
  • Carry out such tasks as may be requested by the Project Manager or his/her designate.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

  • Duration:

The Project Administrator will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.

  • Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • An advanced degree (Master) in public health, management of health services, Business Administration, Public Administration, Project Management, Finance, Human Resources Management, or a related field.

B. Professional Experience

  • At least 5 years professional work experience at public entity and/or professional experience working in national and/or international institutions and programs and projects in health, Health systems management or another related field.
  • Experience in coordination, planning and executions of events and strong organizational and time management skills, and attention to detail and accuracy.
  • Experience of working for UN agencies or other international development organizations is added advantage.
  • Sound English language capability (written and spoken) and report writing skills.
  • Excellent computer skills and demonstrated knowledge and skills in Microsoft Office Processors.
