- Background
The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.
The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc. It is also the responsibility of the PMU to ensure that all project activities are consistent with the project documents (such as the basic package of health and nutrition, Boma health initiative, project appraisal document, legal documents and other subsequent documents and agreements. Furthermore, the PMU must maintain continuous oversight of all project activities.
The Ministry intends to apply part of the proceeds of the grants towards procurement of Health Officer to improve coordination between the Ministry of Health (MoH), State Ministry of Health (SMOH), the Management Organizations (MOs - UNICEF & WHO) and the Third Party Monitoring agencies (TPM); and strengthen capacity building efforts at 10 State and 3 Administrative Areas, and ensure that the implementing agents are implementing health service in complete adherent and compliant with MoH’s Health Sector Strategic Plan (HSSP) and Basic Package of Health and Nutrition Services (BPHNS).
- Scope of services
- Coordinate and supervise implementation of HSTP secondary health service activities in 10 states and 3 administrative areas.
- Ensure hospitals provide best clinical practice and patient care adhere to high quality of care and use of up-to-date treatment guidelines.
- Ensure that all hospitals have essential inputs of medicines, lab reagents and supplies, theatre needs of anesthesia and sutures and other commodities.
- Regularly analyze Health Management Information (HMIS) data and review progress reports and provide technical support to SMoHs and CHDs and Directors General for hospitals to address the bottlenecks and improve patients ‘ care and treatment outcomes.
- Ensure routine data (HMIS) from the hospitals are submitted timely to the MoH and SMoHs and CHDs and data are readily analyzed and utilized for decision making and reports are subsequently transmitted the DHIS2.
- Following up and support the implementation of SMOH patient referral strategies and ensure hospitals preparedness at the recipients end.
- Support and coordinate MoH and SMoH’s efforts in advocating for funding to support uncovered hospitals and expand services in the 10 states and 3 administrative areas.
- Support Directorate of Medical Services in coordination and scheduling of technical round tables meetings with Implementing Partners supporting hospitals and provide regular feedbacks on technical aspects to streamline HSTP implementation and improve performance.
- Prepare monthly Hospital services status updates and reports.
- Coordinate the delivery of Technical Assistance to SMoH, CHD and Implementing Partners by Management Organizations or other relevant donors.
- Undertake any other duties as assigned by the Field Operations Officer or his designate.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.
- Duration:
The Health Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.
- Qualifications and Work Experience
The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.
A. Educational Qualifications
- A Bachelor’s degree in Medicine (MBBS or MD) from a recognized institution.
- A Master’s degree in Public Health, Health Systems Management, or a related field.
- Additional professional training in Health Planning and Management is an asset.
B. Professional Experience
- A minimum of five (5) years of relevant experience in health systems management, preferably within public health programs, donor-funded projects, or hospital administration.
- Demonstrated expertise in health service delivery systems, particularly in secondary healthcare and hospital operations.
- Experience working with government institutions, international organizations, or NGOs in healthcare program implementation.
- Familiarity with South Sudan’s healthcare sector and regulatory environment is an added advantage.
- Strong analytical and problem-solving skills, with the ability to assess healthcare service delivery and recommend improvements.
- Proficiency in health information systems, including Health Management Information Systems (HMIS) and DHIS2.
