  • Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.

The Ministry intends to apply part of the proceeds of the grants towards procurement of Warehouse Officer to support Pharmaceuticals Officer in overseeing and handling of pharmaceuticals and medicals and ensure last mile distribution of the commodities.

  • Scope of services
  • Participate in receiving new shipment of commodities, supervise kitting and packaging at the central warehouses and last mile distribution of pharmaceutical and medical supply to facilities as per agreed distribution plan.
  • Participate in targeted visits to State and County Central Medical Stores and to selected health facilities, based PSCM data, to interview staff, observe practices and identify gaps and issues related to forecasting, quantification, drug storage, dispensing, inventory keeping and stocks monitoring and supportive supervision practices.
  • Inspect materials dispatched from the main warehouse to field site warehouse and update appropriate dispatch documents and update stock cards, bin cards, and inventory system regularly.
  • Participate in quantifications of health commodities and supply chain management to ensure efficient health service delivery without commodities stock-out through an efficient, optimized and responsive supply chain management system.
  • Participate in PSM TWG meetings and address technical issues pertaining implementation of HSTP PSM in discussions to ensure that other partners PSM are in alignment with MoH and HSTP.
  • Implement (FIFO, FEFO, LIFO) procedures for goods in the warehouse and ensure efficient and effective arrangement of storage facilities with appropriate layout, and with signs displayed visibly.
  • Participate in the development and regular update of the distribution plans as required.
  • Carry out such tasks as may be requested by the Warehouse Supervisor or his/her designate.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

  • Duration:

The Warehouse Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.

  • Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • Bachelor Degree in supply chain management and logistics, or related field.

B. Professional Experience

  • At least a minimum of five (5) years of general work experience with government institution and/or professional experience working with national and/or international institutions in health management program, pharmacy and supply chain management, logistics, public health and immunization, Health systems management or another related field and at least three (3) years direct experience at the similar or related position shall be required.
  • Sound English language capability (written and spoken) and report writing skills.
  • Excellent computer skills and demonstrated knowledge and skills in using logistic management information system (LMIS).
