Detailed Design, Tender Documentation and Assistance with Tender Evaluation for

Gwamile Widening and Mphakatsi- Polinjane/Lidwala Roads

Reference No. MBABANE/SLGP/CONS/001/2013

The Government of the Kingdom of Swaziland has received financing from the World Bank toward the cost of the Swaziland Local Government Project (SLGP) and intends to apply part ofthe proceeds for consulting services.

The consulting services ("the Services") include:

• the detailed engineering design for the widening of Gwamile Street into 3 lanes (two lanes southbound) approx 0.8km long between the Mantsholo/Gwamile and the Gwamile/Msakatointersections in terms of drainage, pavement layers, surfacing including sidewalks, street lighting, paved shoulders, road furniture and any other ancillary works including accesses etc.

• Feasibility options, preliminary and detailed design for the construction of a new link road between Polinjane/Lidwala and Mphakatsi Street, approx 1.3 km long, including any accompanying and necessary upgrades or improvements on Polinjane/Lidwala and Mphakatsi roads in termsof drainage, pavement layers, surfacing including sidewalks, street lighting, paved shoulders, road furniture and any other ancillary worksetc.

The services are expected to commence by February 2014 and finish by June 2014.

The Municipal Council of Mbabane now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Successful execution of three projects of similar nature in the last three years,

• Project experience in Southern African Region of similar nature and complexity.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World BankBorrowers (: the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004, revised October 2006 and May 2010, (Consulting Guidelines) setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: "Guidelines on preventing and Combating Fraud and Corruption in Projects Financed by IBRD and IDA and Grants" dated October 15, 2006 (the Anti-Corruption Guidelines)

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection Method.
