Description

INTERNATIONAL NOTICE OF EXPRESSION OF INTEREST

For the Recruitment of an Individual Consultant to strengthen the Human Resources Management Capacities of the Ministry of National Education, Higher Education and Scientific Research

The Government of the Republic of Guinea-Bissau has obtained financing of 20.0 million US dollars from the International Development Association (IDA) for the implementation of the second phase of the Public Sector Strengthening Project (PRSP II) and intends to use part of these funds to make the payments authorized under the following contract: “Individual Consultant to strengthen the Human Resources Management Capacities of the Ministry of National Education, Higher Education and Scientific Research”.

Component 2 targets the Strengthening of Human Resources Management Systems and Practices, which supports improvements across the public administration in human resource management (HR) systems and practices. Under the project, the Government has initiated three key activities: re-engineering of business processes related to HR management and the civil service pension scheme; (ii) strengthening digital systems for managing payroll, HR, and civil service pension data; and (iii) improving the quality of payroll, human resource and civil service pension data.

Thus, the Charter of Education Policy highlights the need for a close and structured link between the Ministry of Education, Higher Education and Scientific Research and schools, local authorities and communities, to manage a model that places the child/student at the center of the system.

Thus, the school must ensure good planning, monitoring and efficiency in the management of human, physical, material, financial resources, among others.

In this context, the partnership agreement signed between the World Bank and the Ministry of National Education, Higher Education and Scientific Research provides for the recruitment of a consultancy to support the Ministry in the preparation of personnel management documents indispensable for the national education system.

Improvements to the Ministry of Education's current human resources supervision and management system should be aligned with ongoing public administration reforms aimed at strengthening human resources management systems and practices, namely reforms aimed at human resources management and the re-engineering of public service processes and strengthening the quality of data and digital payroll data management systems for civil service human resources and pensioners.

Goals

Develop the manual of procedures for the operations of the Directorate-General for Human Resources of the Ministry of National Education, Higher Education and Scientific Research, based on an in-depth analysis of the current system of supervision and management of human resources, which responds to the new challenges and strategic guidelines of the sector from a perspective of integration, equity, transparency, accountability and control. The handbook should position the DGRH as a strategic actor in improving access and learning outcomes in Guinea-Bissau.

In this framework, the specific objectives are:

  • Identification of the gaps in the Ministry of Education's current system of oversight and human resources management.
  • Definition of a model for personnel management and supervision based on the steps below:
  • Undertake a comprehensive analysis to identify gaps and opportunities in human resource management within the MEN.
  • Develop a cohesive strategy for personnel management and supervision, aiming to support improved outcomes, uniformity of practices and increased efficiency.

  • Define clearly the roles and responsibilities of different actors in the education system from an integrated human resource management perspective, as well as their links with the government human resource management system as a whole.
  • Identification of the roles and responsibilities of the different actors in the education system from an integrated HR management perspective, as well as the links with the integrated government system for human resources management.
  • Identification of the guidelines and supporting documents for the preparation of the legal framework for the staff of the Ministry of Education.
  • Identification of the mechanisms that underpin (i) administrative management, (ii) human resources planning and management, (iii) supervision followed by the process and evaluation of personnel performance, and among others, considered important for the strengthening of human resources management.
  • Ensure that HR management practices and procedures, including rewards, workforce planning, teacher allocation and supervision, underpin the improvement of teaching and learning outcomes.

Consultant Profile

  • Higher education (Master's or PHD), in Education, Social Sciences and/or related areas;
  • Have at least ten (10) years of experience in human resources management, restructuring of public institutions and development of integrated information management systems in public administration and administrative management in the education sector;
  • Have at least five (5) years of experience in the Education sector;
  • Experience in the African context, preferably in Portuguese-speaking countries and particularly knowledgeable about the socio-cultural and administrative reality of Guinea-Bissau is considered an advantage;
  • Proven experience of at least one assignment/assignment preparing a Human Resources Management Procedures Manual or administration or similar document;
  • Proficiency in both spoken and written Portuguese.

A consultant will be recruited according to the Individual Consultant selection method, as described in the Public Procurement Regulations for Borrowers of World Bank Investment Project Financing Operations, Fifth Edition September 2023, section ‘Selection methods for consulting services’, paragraphs 7.36 to 7.37.

Para o Recrutamento de um Consultor Individual para Apoio ao reforço das capacidades de gestão de recursos humanos do Ministério da Educação Nacional

O Governo da República da Guiné-Bissau obteve um financiamento de 20,0 milhões de dólares americanos da Associação Internacional de Desenvolvimento (IDA) para a implementação da segunda fase do Projecto de Reforço do Sector Público (PRSP II) e tem a intenção de utilizar una parte desses fundos para efectuar os pagamentos autorizados a título do contrato seguinte: «Consultor Individual para Apoio ao reforço das capacidades de gestão de recursos humanos do Ministério da Educação Nacional».

A componente 2 visa o reforço dos sistemas e práticas de gestão de recursos humanos, que apoia melhorias em toda a administração pública nos sistemas e práticas de gestão de recursos humanos (RH). No âmbito do projeto, o Governo iniciou três atividades-chave: reengenharia dos processos de negócio relacionados com a gestão de recursos humanos e o regime de pensões da função pública; (ii) reforçar os sistemas digitais de gestão da folha de pagamentos, dos recursos humanos e dos dados relativos às pensões da função pública; e (iii) melhorar a qualidade dos dados sobre a folha de pagamentos, os recursos humanos e as pensões da função pública.

A Carta de Política Educativa sublinha a necessidade de uma ligação estreita e estruturada entre o Ministério da Educação, o Ensino Superior e a Investigação Científica e as escolas, autarquias e comunidades, para gerir um modelo que coloque a criança/aluno no centro do sistema. Assim, a escola deve garantir um bom planeamento, acompanhamento e eficiência na gestão dos recursos humanos, físicos, materiais, financeiros, entre outros.

Neste contexto, o acordo de parceria assinado entre o Banco Mundial e o Ministério da Educação Nacional, do Ensino Superior e da Investigação Científica prevê a contratação de um Consultor Individual Especialista em Gestão de Recursos Humanos para apoiar o Ministério na elaboração de documentos de gestão de pessoal indispensáveis ao sistema educativo nacional.

As melhorias no atual sistema de supervisão e gestão de recursos humanos do Ministério da Educação devem ser alinhadas com as reformas da Administração Pública em curso que visam reforçar os sistemas e práticas de gestão de recursos humanos, nomeadamente reformas que visem a gestão de recursos humanos e a reengenharia dos processos de serviço público
