• The Government of Democratic Republic of São Tomé and Príncipe by and through its Project Fiduciary and Administrative Agency-AFAP has received financing from the World Bank toward the cost of the Health Emergency Preparedness, Response and Resilience Program Using the Multiphase Programmatic Approach (P180127) and intends to apply part of the proceeds toward payments under the contract [1]for Acquisition of essential medicines for the National Health System, to guarantee a regular supply[2].

• The Project Fiduciary and Administrative Agency-AFAP now invites sealed Bids from eligible Bidders for Acquisition of essential medicines for the National Health System, to guarantee a regular supply[3].

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Agência Fiduciária de Administração de Projecto-AFAP and to access the Bidding Document, submit a request via email to the address, e-mail: [email protected] [email protected] .

• Bids must be delivered to the address below indicated in the footer, before June 29, 2026 at 3pm (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below indicated in the footer on June 29, 2026 at 3pm (local time).

• All Bids must be accompanied by a Bid-Securing Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
