Expressions of interest - Rural Capacity Building Mobile Team

This request for expression of interest follows the general procurement notice for this project that appeared in the dg market on the 16 th     February 2011.

The Government of Swaziland has applied for a loan from the     International Bank for Reconstruction and Development (IBRD)   toward the cost of the Swaziland Local Government Project and intends to apply part of the proceeds for consulting services.

The services include t he Rural Capacity Building Mobile Team (RCBMT), comprising expertisein local administration and planning, financial management, communityconsultation and accountability, and technical and contract management, that would provide hands-on, on-demand assistance to the eight targeted Tinkhundla (rural local governments).   The mobile team would spend at least two days a month at each Inkhundla, working with the council and staff to identify issues and challenges and providing on-the-job training as needed in order to improve the administrative, budgeting, financial, etc performance of each Inkhundla.   The team would also assist the Tinkhundla in developing the ability to identify infrastructure needs, consult communities, solicit proposals, select priority sub-projects to be financed under the project, assist with the procurement of design and supervision services and construction works, and oversee their implementation.

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (   May 2004 and revised in October 2006 and May 2010   edition). The consultancy will involve technical assistance and capacity building and will be procured using Quality- and Cost-based Selection (QCBS).

The Project Support Team now invites eligible consultants to indicatetheir interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

The duration of the assignment is four years. The contract would initially be for two years, renewable annually.

NOTE: Expressions of Interest (EOI) are being invited separately for the Urban Capacity Building Mobile Team. Since the two assignments will run concurrently, consultants submitting EOIs for both assignments will need to demonstrate exclusive skills capacity and relevant experience that would enable them to field and manage two separate teams (i.e. aggregate capacity would be required).
