STP Coastal Areas Resilience and Sustainable Tourism Project: P180982

Assignment Title: Designs for the mitigation of the erosion problem in Santo Antonio (Chimaloa), for the construction of a protective wall, drainage ditch and embankment in Ribeira Afonso, as well as their respective environmental and social impact studies.

The Government of the Democratic Republic of S. Tomé and Príncipe has received financing from the World Bank toward the cost of the STP Coastal Areas Resilience and Sustainable Tourism Project, and intends to apply part of the proceeds for consulting services.

The aim of the consultancy is:

Hiring a company or consortium, specialized in studies and designs of civil construction works for coastal defence and adaptation, with experience in climate change and Environmental and Social Impact Assessments (ESIA) to carry out detailed studies and produce technical drawings for construction works, with the main objective of better understanding present and future conditions and better protecting the two coastal communities of Ribeira Afonso and Chimaloa against flooding and erosion.

The detailed Terms of Reference (ToR) for the consultancy are attached to this request for expressions of interest, or can be consulted on the website of Téla Non – Advertising (www.telanon.info ), on the AFAP website (www.afap.st ), or on the AFAP premises, on weekdays, from 8:30 am to 12:00 pm and from 2:30 pm to 5:00 pm, whose address and contact details are below.

The Project Implementation Agency (Agência Fiduciária de Administração de Projetos AFAP) invites eligible consulting firms (“Consultants”) to express their interest in providing such services. Interested consultants must provide information that demonstrates that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: company-specific experience in studies and designs of civil construction works for coastal defense and adaptation, with experience in climate change and Environmental and Social Impact Assessments (ESIAs), work carried out in similar or related projects financed by the World Bank or other multilateral agencies (European Union, AFDB, etc.) and technical capacity and company management. Key experts will not be evaluated at short listing stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in October 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Consultant will be selected using the Quality and Cost Based Selection Method as defined in the Procurement Regulations.

TERMS OF REFERENCE

For the contracting of a firm, for the preparation of a Detailed Study, Technical Design and Environmental and Social Impact Studies for the Adaptation works in the communities of Ribeira Afonso in São Tomé and Chimaloa, in the Autonomous Region of Príncipe, within the scope of the Investment Project in Resilience of Coastal Areas and Sustainable Tourism, WACA +.

COASTAL RESILIENCE AND SUSTAINABLE TOURISM INVESTMENT PROJECT - WACA+

  • CONTEXT

In order to strengthen the capacity to adapt to the effects of extreme phenomena linked to Climate Change, the World Bank supported the Democratic Republic of São Tomé e Príncipe (STP) in the implementation of a pilot adaptation project (P111669) financed by a Least Developed Countries Fund of the Green Climate Fund (GCF) that started in 2011 and ended in 2017. The project aimed to increase the adaptive capacity of coastal communities vulnerable to climate variability and change, and contributed to the installation and operation of an early-warning and safety at sea system and coastal protection measures in four pilot communities, namely: Malanza, Santa Catarina, Ribeira Afonso (in São Tomé) and Praia Burra (island of Príncipe).

For the second phase, called the Coastal Area Resilience Investment Project for West African Countries, WACA, STP received a grant from the World Bank aimed at reducing the vulnerability of coastal communities against the adverse impacts of variable and changing climatic conditions. The project aimed to consolidate the investments made in the first phase and integrate eight more coastal communities in full alignment with the Second Poverty Reduction Strategy of São Tomé and Príncipe (2012-16), which emphasizes the integration of climate change issues into country policies as a key strategic action.

Some components of the WACA project have been consolidated, where physical and social investments have been made that have been contributing very significantly to increase the resilience of the target coastal communities, in the face of extreme phenomena related to climate change that have plagued them;

There is a need to extend the ongoing actions to all people who have their homes in the risk areas in the target communities of the project, as well as to value the adaptation investments made in the communities, associating them with the tourism component, with the involvement of the population in the process of developing sustainable tourism, taking into account the natural potential of these coastal communities;

The World Bank is working with the Government of STP to prepare the Coastal Resilience and Sustainable Tourism Project (WACA+), with the aim of strengthening the resilience of targeted coastal communities and promoting sustainable tourism in São Tomé and Príncipe.

The WACA+ program will focus on several components, including:

  • Strengthening the institutional capacities of sectors dealing with coastal management policy, including the legal and policy framework for coastal management in the country. The program will strengthen frameworks and systems of the various associated sectors, with emphasis on coastal early-warning, lighthouse management, disaster risk management, as well as maritime safety for artisanal fishermen.
  • Investments in climate change adaptation infrastructure to enable coastal communities to be more resilient to the impacts of extreme events. These measures include, among others: (i) development of safe expansion zones for voluntary resettlement of those living in risk areas, and construction of housing (ii) building social infrastructure in the safe expansion zones; and (iii) construction of coastal protection infrastructure, including breakwaters, sea walls and rock berms, among others.
  • Strengthening policy and institutional capacity for sustainable tourism development, supporting the development of an inclusive and resilient tourism value chain through product development and infrastructure investments, and promoting innovative and sustainable approaches to nature-based coastal and marine tourism. In this new phase of the project, two more communities will be incorporated in order to benefit from physical investments, with a view to minimizing the serious problems they have been suffering caused, namely, by coastal erosion and rain, river and coastal/marine flooding. These will be the communities of Ribeira Afonso in São Tomé and Chimaloa in the Autonomous Region of Príncipe.

The Government of STP intends to use part of the budget of this new project to carry out studies, engineering works for the protection of coastal areas, flood prevention, including, if necessary, drainage of water tables, construction and reinforcement of banks, rehabilitation and extension of drainage pipes, landfill of flooded areas, the defense of beaches and coastal areas in these two communities, as well as Environmental and Social Impact Studies of these works.

  • Purpose of this TERM OF REFERENCE

A company (or consortium) will be hired, specialized in studies and designs of civil construction works for coastal defence and adaptation, with experience in climate change and Environmental and Social Impact Assessments (ESIA) to carry out detailed studies and produce technical drawings for construction works, with the main objective of better understanding present and future conditions and better protecting the two coastal communities of Ribeira Afonso and Chimaloa against flooding and erosion.
