5–10 years of experience leading environmental components of ESIAs/ESMPs for infrastructure (Transport sector preferred), ideally with experience in The Gambia. • Demonstrated capacity in baseline development (air/noise, water, soil, biodiversity/ecosystem services), impact/risk assessment, and design of avoidance/minimization/mitigation measures. Prior experience in preparing ESIAs or ESMPs involving subproject screening checklist and monitoring. • Fieldwork leadership: planning and overseeing surveys, supervising environmental monitoring, and ensuring seasonal considerations are captured. • Crosscutting capabilities: emergency preparedness and response, energy safety, pollution prevention (air/noise/water), waste and hazardous materials management (including e-waste). | 3 | Social and Gender Specialist | • Must hold a master’s degree or equivalent in the Social Sciences (i.e., sociology, political science), Human Science or equivalent

At least 8 years of working experience in social activities, including assessment of social risk and impact, particularly in public consultation on infrastructure projects, especially with vulnerable or traditionally marginalized groups. • Experience with conducting inclusive and participatory stakeholder consultations, gender disaggregated collection, understanding of including vulnerable groups in social assessments is an asset. • Experience working on gender and/or GBV prevention and response programming as well as with the guiding principles for the ethical collection, management, and sharing of data related to GBV is required. • Experience establishing and operating project grievance mechanisms (community and worker GRMs), and in designing culturally appropriate engagement strategies. • Familiarity with the World Bank ESF and national social regulations and practices. • Working proficiency in at least one local language (e.g., Fula, Mandinka, Wolof) is required. | 4 | Occupational Health and Safety Specialist | • Master’s degree (or equivalent) in occupational health and safety, industrial hygiene, public health, environmental engineering, civil engineering, or occupational medicine. • 5–10 years of proven experience managing OHS risks and OSHA/WBG EHS requirements on infrastructure projects (e.g., roads, construction), including site supervision and contractor management. • Demonstrated expertise in hazard identification and risk assessment (HIRA), job safety analysis (JSA), emergency preparedness and response, incident/accident investigation, and root cause analysis. • Practical experience developing and implementing OHS plans safe work procedures, PPE programs, and training/toolbox talks. • Ability to develop the OHS sections of the ESMP (policies, procedures, and performance standards) and define implementation requirements to be reflected in bidding documents and contracts (ESHS clauses and Codes of Conduct). • Familiarity with national OHS legislation and international good practice (OSHA/ILO/IFC), including high-risk topics: traffic and road safety in work zones, electrical safety, work at height, lifting operations, confined spaces, heavy equipment. • Experience drafting incident/accident notification protocols and investigation frameworks (aligned with 24/48hour reporting), and proposing leading/lagging indicators and monitoring arrangements for inclusion in the ESMP. • Capacity to prepare training outlines and toolbox talk guidance to be included in the ESMP for later use by contractors/supervision teams. • Strong analytical and technical writing skills to produce clear ESIA/ESMP text and templates; ability to work independently and collaborate within a multidisciplinary ESIA team. | 5 | Mapping/GIS/Traffic specialist | • BSc. GIS/Remote Sensing or other related courses
At least 5 years’ post-graduation experience. • At least three (3) years’ Specific experience in similar assignment. • Participation in similar role in at least two multi-lateral funded projects in the last 6 years including World Bank. • Evidence of familiarity with GIS, Arc Info, ArcMap GIS Pro and other Geo Spatial Design Software The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (September 2023 revised February 2025 seventh edition September 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
