Assignment Title: Technical Assistance to draft the Data Governance Policy, Strategy, and Action Plan

The Government of São Tomé and Príncipe (GoSTP) has received a grant from the International Development Association (IDA) to cover the cost of the DIGITAL SÃO TOMÉ E PRÍNCIPE Project (DSTP) and intends to apply a portion of such grant for in consultancy services from an Individual Consultant to PROVIDE the Technical Assistance to draft the Data Governance Policy, Strategy, and Action Plan for THE Republic of São Tomé and Príncipe.

The primary objective of this consultancy is to formulate a Data Governance Policy, Strategy, and Action Plan for STP based on consultative inputs from across GoSTP and civil society. To achieve this, the consultant will:

  • Develop a Data Governance Policy that establishes a framework for the governance, management, and use of data and a Strategy that outlines the vision, goals, and guiding principles for data management and utilization across GoSTP;
  • Define roles, responsibilities, and mechanisms for data governance implementation, monitoring, and enforcement;
  • Define a clear roadmap and action plan to implement the Data Strategy, identifying key activities, timelines, responsible entities, and resource requirements;
  • and another, as defined in the ToR. DSTP invites qualified consultants to express their interest in providing the aforementioned services. Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Applicants must have adequate technical capacity and must meet at least the following eligibility criteria:

  • Research or practice experience in data strategy development, data governance and data management in Sub Saharan Africa.
  • Familiarity with international trends, good practices, and standards in data strategy development and implementation.
  • Strong analytical and research skills, with the ability to assess existing data management practices and recommend improvements.
  • Experience working with government entities and an understanding of the specific challenges faced in Sub-Saharan African countries.
  • Experience in legal and regulatory frameworks related to data protection and privacy an asset.
  • Stakeholder engagement abilities, including the facilitation of workshops and interviews.
  • Fluency in written and spoken Portuguese. All deliverables must be in Portuguese.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
