Assignment Title: Recruitment of Transmition and distribution Expert to finalise legal documents.

The Government of the Republic of Sao Tome and Principe (GoSTP) has received grant financing from the World Bank toward the cost of the Access to Clean Resilient Electricity Project (ACRE) whose objective is to increase access to sustainable and clean energy in Sao Tome e Principe. This is aligned with the ASCENT MPA Program Development Objective (PrDO) of accelerating access to sustainable and clean energy and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) is to recruit a Transmition and distribution Expert to finalise legal documents.
The objective of the assignment is to support AGER in the review, harmonization, refinement, and finalization of draft electricity sector regulatory instruments already developed under previous technical assistance activities, in alignment with Decree Law No. 26/2024 and the broader modernization agenda of the sector:
The assignment is intended to ensure that resulting regulatory instruments:
- Are internally coherent, legally consistent and aligned with the overarching electricity sector legal framework;
- Reflect international best practices adapted to the institutional, technical and commercial realities of São Tomé and Príncipe;
- Are technically sound and commercially implementable by AGER and sector operators; Support the gradual modernization and operational sustainability of the electricity sector, including the long-term development of regulatory capacity within AGER.
The scope of this assignment is not intended to redesign the regulatory framework from inception. Rather, the expert is expected to build on the existing body of draft instruments, identifying gaps and inconsistencies, and bring the regulations to a finalized standard through close collaboration with AGER staff.

The Project Administration and Fiduciary Agency (AFAP) invite eligible consultants(“Consultants”) to indicate their interest in providing the services, sending a Letter of intent. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR.
