Background
The overarching aim of this assignment is to safeguard and improve the environment of the lower Kotu Stream and its tidal estuary, and the coastal strip surrounding the mouth of the Kotu stream (west coast beaches). The primary objectives therefore will be to develop a clear and evidence-based understanding of the operational factors and conditions of the sewage treatment works and their effectiveness, and the impacts of the resulting effluent discharges have (or may have) on the surrounding environment in terms of water quality, eco-system health and biodiversity, and human activities.
Objectives
The objectives are to:
- Provide an overview of the treatment works including its operational practices (design and actual treatment work).
- Analyze and document the operation of the works, providing quantified estimates sewage treatment in terms of volume, rates, and composition, both now and for a period in the future – likely to be 10 or 15 years (to be agreed during inception), based on likely urban growth and increase in tourism in the area.
- Identify the main impacts of current levels of discharge and the likely impact of future increases.
- Collect suitably accurate measurements of water volume and quality in the Kotu Stream and of the effluent discharges over a period of several months in order to capture a range of flow regimes and discharge conditions.
- Carry out an environmental and social risk and impact survey to assess the current and potential risks and impacts of the treatment works. This study will inform the preparation of any subsequent Environmental Impact Assessment (EIA).
- Provide a report with details of the findings from the study, and prioritized recommendations for improved management or further development of the facility, and for long-term reduction in discharge quantities or improvements in discharge quality with target parameter values for the Kotu stream and methods for achieving them. The Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) (P175525), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes carrying out a preliminary sewage treatment works review and water quality impact assessment.
The West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Firm (or Consortium of Firms) for this assignment will have the following experience and qualifications and the shortlisting criteria shall be as follows:
- The firm should have been in existence in the last five (5) years
- The core business of the firm
- Experience in conducting similar assignments in the past
- Technical and managerial capability of the firm (structure of the organization, general qualifications, and number of key staff.
Qualification and Experience required
The Consultant team shall include professionals covering all skills and relevant experience (at least 10 years), including experience in similar projects, required to carry out the described tasks. The selected team shall have knowledge of the current national environmental legislation and procedures, including experience in organizing public consultations. The team will include the following experts:
- Project leader: graduate engineer with extensive experience in environmental management aspects related to wastewater treatment plants; minimum 10 years of working experience in the relevant field, including minimum two assignments with tasks as a project’s leader of similar projects;
- Environmental engineer/specialist with expertise in pollution control and knowledge of river biology; minimum 10 years of working experience in the relevant field, with at least two assignments that included similar tasks;
- Hydrology/hydrogeology specialist, graduate civil engineer in the field of water resources engineering, minimum 10 years of working experience in the relevant field, with at least two assignments that included similar tasks;
- Social Scientist/Socio-economic specialist, with expertise in social and economic impact assessment and social science research methods with; minimum 10 years of working experience in the relevant field, with at least two assignments that included similar tasks. Selection criteria: Scoring to be defined for main aspects:
- • Technical proposal and understanding of assignment
- Fim experience and relevant skills
- CV’s of proposed staff
- Project management plan, scheduling, consultation, risk assessment, etc.
- Cost – breakdown with staff rates, etc., and clearly defined data costs
Duration of Assignment: The duration of this assignment will have a duration of 6 months from contract signature.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consulting firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Firms will be selected in accordance with the Consultant Qualification Services (CQS) method set out in the Procurement Regulations.
