In the realm of basic education, the focus is on improving learning outcomes, particularly in the early grades, to ensure every child acquires necessary foundational skills. Especially for the youth, technical and vocational education, and training (TVET) must be of higher quality and relevance to meet labor market demands, a challenge recognized and prioritized by the Government of The Gambia. For the large population living in poverty, the goal is to provide a second chance through access to social protection measures, skills training, and income-generating opportunities. These challenges, while significant, are being addressed with determination and a vision for a resilient, inclusive, skilled, and equitable Gambia. Project Components The Gambia Resilience, Inclusion, Skills, and Equity Project is divided into four main components as follows: Component 1. Improve foundational learning outcomes Component 2. Increase access to labor-market-relevant TVET programs Component 3. Expand and enhance social safety nets Component 4. Support project management and capacity building • Context and Objectives The Gambia is one of the poorest countries in the world, with an economy primarily reliant on agriculture and tourism and a large proportion of youth facing limited employment opportunities, particularly in rural areas. More than 80 percent of rural households depend on agriculture, and many remain highly vulnerable to poverty, food insecurity, and climate shocks such as floods and droughts. Despite relatively low unemployment rates, underemployment is widespread, especially among rural youth and women, with limited access to wage jobs or productive self-employment. These challenges underscore the need for integrated interventions that strengthen household resilience and promote sustainable livelihoods. Component 3 of RISE, "Expand and Enhance Social Safety Nets", includes Sub-component 3.1 dedicated to Productive Economic Inclusion (PEI). This sub-component supports poor and vulnerable households in transitioning from consumption support to sustainable livelihoods. It builds upon and complements the Nafa Program, which provides regular cash transfers and Social and Behavioral Change Communication (SBCC) to poor households identified through the Gambia Social Registry (GamSR). Nafa aims to reduce poverty and promote human capital development, particularly among women-headed households and those exposed to shocks. METHODOLOGY • Desk review of key documents. • Field visits will be conducted in the three selected districts: Foni Bintang Karanai, Wulli West and Nianija. In each district, two communities will be randomly selected. • In each selected community, four (4) focus group discussions with PEI participants will be conducted: i) mixed groups, ii) only women; iii) only youths; iv) non-Nafa participants • Key Informant Interviews will be conducted with customary leaders, traders, and relevant actors both at community and district level, v) disable person if available • FGD and KII will be carried out during both field visits (early implementation and towards the end) • Interviews and FGDs with DCD staff, MDFTs, coaches, and trainers, and participants. • Interviews with World Bank staff, Central Project Coordination Unit (CPCU), and other implementing partners such as NaNA and the NSPA. • Observation of ongoing activities and triangulation of findings across data sources. • The consultant(s), as part of the inception report, will define the field visits methodology, including the list of key informants and technical staff to be interviewed, develop tools, and provide a detailed timeframe. The following reports must be submitted by the contracted party and received to the satisfaction of DCD, its technical partners (NaNA, NSPA) and CPCU. All reports must be written in English and submitted to the DCD in an editable soft copy. The report must include a cover page, the main document, and all annexes. • Contract Duration and Management\Reporting: The duration for the execution of both the first and second phases shall be forty-five (45) days each, commencing from the date of signing the consultancy contract The consultants will report to the DCD and work closely with relevant technical teams (WB team, NaNA and NSPA). • Consultant Profile -MINIMUM REQUIREMENTS: • At least 10 years relevant experience conducting process evaluations and economic inclusion programs. • Post graduate/master’s degree in social sciences, international development studies, Economics, Public policy, Monitoring and Evaluation, Statistics or related fields relevant for research and evaluation. • Demonstrated evidence of strong qualitative research and facilitation skills. • Strong technical background in the thematic areas of Productive Economic Inclusion (PEI) and Cash Transfer too demonstrated experiences in conducting research studies in the sector with special emphasis on rural development and social protection programs • The consultant shall provide CV that demonstrate a mix of thematic experiences in line to the PEI or social development themes. • Demonstrated knowledge and experience in survey design, implementation of surveys and statistical data analysis is required. • Experience in the use of participatory appraisal techniques in data collection and analysis. • Provide at least 3 references or evidence of having conducted similar assignments • Fluency in at least two local languages (Fula, Mandinka, Wolof etc) will be added advantage Submission of Expressions of Interest: The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Resilience, Inclusion, Skills and Equity Project, now invites eligible individual consultants to express their interest in providing the Services. REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Recruitment of Operational Manager (For Gambian Nationals Only) Reference No. GM-CPCU - MOFEA-493127-CS-INDV • Project Description The project is designed as a scalable set of interventions that can contribute to universal energy and transport access. Synchronizing investments in areas deprived of transport and energy access and services enables complementarity that can increase climate resilience, facilitate the development of agriculture value chains, and enhance private sector development and access to employment for rural and suburban populations. From a long list of 500km of roads, detailed designs and tender documents for 150 km of prioritized investments and for 225 rural communities lacking electricity access will be prepared by the project. This is intended to foster readiness for future donor-financed or co-financing opportunities. Jointly identifying an initial set of ‘first mover’ selections based on proximity and anticipated beneficiary catchments, primarily in the Central River region and Banjul area, the project aims to construct around 60km of rural and urban roads and connect 80 communities located within 2km of the existing electricity network. Small scale infrastructure that enhances low carbon development as well as community and customer satisfaction are intended to improve perceptions of public service delivery. Implementation road maps for contemporary policy and regulatory initiatives can also support scalability. • OBJECTIVE OF THE ROLE The Operations Manager will be responsible for overseeing and managing the day-to-day technical aspects of the project. The Operations Manager will organize and supervise the implementation of activities of component Technical Coordinators to ensure the timely delivery of high-quality outputs in line with the project's objectives. The Operations Manager will work closely with the project’s procurement, financial management, environmental and social risk management, public relations, and monitoring and evaluation specialists to provide overall project management, planning, execution and reporting on all project activities. • Education: • • A master’s degree in Civil Engineering, Electrical Engineering, Environmental Engineering, Infrastructure Development, or a related field. • Work Experience: • • Must have a minimum of 15 years of general experience in procurement and/or design and implementation of engineering studies, civil works, or infrastructure development in the private or public sector. • At least 8 years of practical experience in civil construction with national or international organizations. The Bank intends to apply a portion of this grant to eligible payments under a consultancy contract for the provision of a detailed feasibility study (preliminary design), detailed design, as well as finance the construction of roads nationwide. The Gambia's transport sector is crucial for its economic recovery and development. The National Transport Policy (2018-2027) guides sectoral development, emphasizing improved access, connectivity, and the integration of renewable energy. The Greater Banjul 2040 project further highlights the need for public transport infrastructure upgrades to support the country's growing urban population. Despite its economic potential, The Gambia faces several structural challenges, including access and connectivity to daily needs and services, particularly among the poorest households. The country is also highly vulnerable to climate risks and shocks, which disproportionately affect the poor. Addressing these infrastructure gaps through the Gambia Infrastructure Project is essential for sustainable development, economic growth, and improved living standards for the Gambian population. Sectorial Context and Objectives The RISE project’s fundings includes an Investment Project Financing (IPF) with Performance-Based Conditions (PBCs), RISE prioritizes results across multiple social sectors to support early-grade learning, TVET, and social safety mechanisms. The RISE project’s Performance-Based Conditions include: • PBC 1: Educational Materials Distribution: Achieving a 90% distribution of updated student textbooks and teacher guides aligned with the revised curriculum across public lower basic schools. • PBC 2: Literacy Assessments: Implementation of formative literacy assessments to improve student outcomes, with disbursements based on verifiable performance gains. • PBC 3: TVET Centers of Excellence: Establishment of two fully equipped TVET Centers of Excellence with curricula and trained staff aligned with accreditation standards. • PBC 4: Private Sector Engagement in TVET: Creation of advisory boards within CoEs to align programs with market needs and enhance graduate employability. • PBC 5: Social Data System Interoperability: Operational integration of key social protection databases (e.g., Social Registry, EMIS, health insurance) to streamline services for vulnerable groups. B. Objectives of the Assignment The RISE project incorporates Performance-Based Conditions (PBCs) to enhance focus on results. It is intended to motivate all project stakeholders to achieve set objectives and foster a culture of accountability. This approach has been adopted in response to challenges encountered in experiences and lessons from other World Bank funded projects in The Gambia. Disbursements against PBCs will be triggered by the documentation of eligible expenditures having been incurred and evidence of achievement of PBCs. The eligible expenditures which may be reimbursed include works, goods, non-consulting services, and consulting services that are needed to achieve the identified results and consistent with the project scope. The overall objective of the Independent Verification Agent (IVA) is to conduct independent verification of reported achievements for PBCs, providing a reliable basis for disbursements. This verification will assure the World Bank and CPCU of the accuracy and compliance of project-reported outcomes. 3. Scope of Work The independent verification of the PBCs should be conducted in accordance with the International Standards on Assurance Engagement (ISAE) 3000 (Revised), Assurance Engagements Other than Audits or Reviews of Historical Financial Information thus by extension requiring the independent verification agent to plan and perform this engagement to obtain reasonable assurance about whether the PBC and related expenditures are free from material noncompliance with the Project’s Financing Agreement. Specific Objectives of the Consultancy: The main objective of the consultancy service is to develop comprehensive and environmentally friendly designs (Master plan) for the two TVET Centres of Excellence (CoEs). The consultant is strongly expected to reference the findings of the Ministry’s Strategic Improvement Plan (SIP) with specific focus on demographic data and institutional requirements. The consulting firm is encouraged to form a multi-disciplinary team combining sustainable urban design, architecture and engineering expertise.
