These findings will inform a concurrent design/supervision and construction consultancy for an implementation plan for universal coverage in the study area. Objective of the RAP The objective of this consultancy is to develop a general baseline assessment of the status of WASH in Schools, Early Childhood and Development Canters (ECDC) and Health Care Facilities (HCFs) countrywide and a more comprehensive assessment in the targeted tinkhundla of the Shiselweni region. The scope of work involves the following: • Undertaking a sector review (using secondary data collection and analysis and key informant interviews) to assess the current WASH service provision in schools, ECDC and HCF, considering technical, financial, institutional, legal/regulatory and social aspects. This will provide information on the current situation nationally, regionally and from the targeted tinkhundla (Hosea, Zombodze and Shiselweni 1) in the region. • Indicating strategic options for achieving access to safely managed WASH (on-site and sewered (if feasible)), at the national, regional and in the targeted public institutions of the region. Paying particular attention to hygiene practices for early childhood, menstrual hygiene management at schools, and the management of health care waste management and environmental cleaning at HCFs. • Provide a better understanding of how the WASH situation in the targeted institutions is impacting the components of Human Capital. This activity is under the Ministry of Health (MOH), Environmental Health Department (EHD). Little is currently known about the status of sanitation conditions specifically in the informal settlements around the towns of Shiselweni region. Limited information regarding the sustainability of sanitation access and whether people are adequately provided access to safely managed sanitation facilities exists. There is also limited data on the reasons for the high prevalence of open defecation, the use/adequacy of shared sanitation facilities and the reasons for limited hygiene. These findings will inform a concurrent design/supervision and construction consultancy for an implementation plan for universal coverage in the study area. The scope of works includes installation of 61 km of gravity mains and 3 km of pumping mains at various stages; connected to 244 km of laterals supplying homesteads, offices, clinics, schools. A pump station will be constructed to provide the power required for pumping as well as the construction of the 24 kiosks. A connection will be made from the pipeline that originates from the existing 10 Mega litre Reservoir at 1180m MSL at Masibini. The project has three proposed reservoirs sites, at Mhlosheni, Zombodze Emuva (Ehhotela) and Hluthi, each with a 3.2 ML capacity. Objective of the RAP The specific objective of the RAP preparation for the project is to assess the potential social risks and impacts in the specific project areas namely Hosea, Shiselweni 1 and Zombodze Emuva Inkhundla. The preparation of the RAP for the project will be guided by the Environmental and Social Standard- 5 (ESS-5) on ‘Land Acquisition, Restrictions on Land Use and Involuntary Resettlement’ and the project’s RPF. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS) ESWATINI ESWATINI WATER SUPPLY AND SANITATION ACCESS PROJECT (P166697): NATIONAL WATER SUPPLY, SANITATION AND HYGIENE MASTER PLAN. Assignment Title: Consultancy Services for the Development of the National Water Supply, Sanitation and Hygiene Master Plan for the Kingdom of Eswatini. Reference No: SZ-EWSC-165260-CS-QCBS (EWSC 14 of 2020/21) The Government of the Kingdom of Eswatini has received financing from the World Bank towards the cost of the Eswatini Water Supply and Sanitation Project, and intends to apply part of the proceeds for consultant services. The services comprise of developing a National Water Supply, Sanitation and Hygiene Masterplan. The implementing agency for this project is the Government of the Kingdom of Eswatini through Eswatini Water Service Corporation (EWSC). The scope of the project includes, but not limited to preparation of comprehensive diagnosis of the water supply, sanitation and hygiene sector and its linkages with other relevant sectors. The consultant will also identify the specific future conditions in which the current national water supply, sanitation and hygiene system would fail or meet its objectives, and its costing. The objectives of this consultancy are: • To develop a national strategic master plan for water supply, sanitation and hygiene for the achievement of 100% coverage in the short term and also in the long term up to the year 2050. • This Master Plan should propose an integrated water supply, sanitation and hygiene strategy, considering the water resources available (quantity, quality, variability,) and other uses; and includes both hard and soft infrastructure solutions. For infrastructure, the plan will also propose the services around how the infrastructure will be built, operated and maintained, beyond just containment. The Master Plan will be accompanied by a budget to facilitate its implementation. The investments identified in the Master Plan should be prioritized into portfolio of actions, to clearly propose a roadmap for its implementation in the short, medium, and long term. • For each of the Mbuluzi and Usuthu River basins, select at least 3 high priority investments identified from the master planning exercise, prepare their feasibility studies (up to bidding documents) and propose options for their financing. Decision-making under uncertainty methodologies will be used to identify the investments in the Master Plan that will help Eswatini to meet the 100% coverage target in the short and long term, and to prioritize investments, while fully meeting the requirements of the transboundary agreements in place.
