DEMOCRATIC REPUBLIC OF SÃO TOMÉ AND PRÍNCIPE:

ADAPTATION TO CLIMATE CHANGE PROJECT

ENVIRONMENT SECTOR

GENERAL PROCUREMENT NOTICE

Project ID No. P111669/ GEF PMIS 4018

The Government of Democratic Republic of São Tomé and Príncipe has applied for financing in the amount of US$ 4.1 million equivalent from the Global Environmental Facility Least Developed Country Fund towards the cost of an Adaptation to Climate Change Project, and it intends toapply part of the proceeds of the Grant to payments for goods, works,related services and consulting services to be procured under this project.

The project will include the following components:

# Component 1.  Coastal Early Warning System and Safety at Sea.  Thiscomponent will help artisanal fishers adapt to the adverse impacts ofclimate variability and change by establishing an early warning system to disseminate timely forecasts prior to extreme events, distributing safety equipment and training on safety at sea, and reinforcing community emergency preparedness.

# Component 2.  Coastal Protection for Vulnerable Communities.  This component will address coastal erosion and inundation by piloting participatory adaptation measures in vulnerable coastal communities, and develop public awareness and improved coastal resilient policies.

# Component 3.  Project Management.  This component will support project implementation.

The project implementation will require the following goods, works and services:

Goods and related services:

  • An X-band Doppler weather radar
  • Equipment for a meteorological marine station
  • A GSM (Global System for Mobile Communication) micro-wave link
  • Computer equipment, including network server and data links
  • Safety at sea equipment, including radar detectors, compasses, life vests, emergency flares, rain coats, mobile phone covers, GPS, and first aid kits
  • Studio electronic equipment for weather reporting
  • Vehicles
  • Office equipment and furnishings

Works:

  • Coastal protection works
  • River bed dredging, and embankment
  • Drainage works

Consulting Services (Firms):

  • Audits
  • Participatory evaluation (local firm/NGO)

Individual Consultant Services:

  • Engineers for the design of flood protection works
  • Project advisor on Island System Resilience
  • Procurement Specialist
  • Accountant/Financial Management Specialist
  • International Expert on Safety at Sea
  • Expert on Early Warning
  • Local Legal Advisor
  • Coastal Policy Expert
  • Adaptation/Evaluation Expert

Minor project supplies as needed for project implementation, procuredthrough shopping procedures.

Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders  as defined in the guidelines. Consultingservices will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in World Bank external website, UN Development Business, and local newspapers.
