- The Democratic Republic of Sao Tome and Principe has received financing from the World Bank toward the cost of the Power Sector Recovery Project and intends to apply part of the proceeds toward payments under the contract for Design, Supply and Installation of the Electromechanical Equipment for the Rehabilitation and Extension of the Contador HPP. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Fiduciary Agency for Project Administration now invites sealed Bids from eligible Bidders for Design, Supply and Installation of the Electromechanical Equipment for the Rehabilitation and Extension of the Contador HPP, located in Roça Ponta Figo, North of S. Tome Island of S. Tomé.
- The mechanical equipment is i) Two multi-jet, vertical axis, Pelton turbines, H=445mWC, Q=0.45 m3/s, ii) Two turbines, governing system including high pressure hydraulic units and hydraulic control system of needles and deflectors, iii) Two manual maintenance inlet valves, spherical type with bypass and dismantling pipe, iv) Two main inlet valves, spherical type with counterweight, hydraulic, and bypass and dismantling pipe, v) One safety valve butterfly type, with counterweight, hydraulic jack bypass, dismantling pipe and overspeed detection, vi) One 15-t overhead bridge crane, vii) One ventilation system in the powerhouse and viii) Two 15 kg CO2 fire extinguishers, class C, in the powerhouse;
- The electrical equipment is i) Two vertical synchronous brushless generator, 6 kV, 1000 rpm with cooling water system, ii) Two generator neutral and line end panels, two generator excitation systems, LV and MV 6 kV cables, iii)Two control and protection systems including control panels automatic programable controller, synchronization and measurement system and SCADA, iv) Two Unit Transformers 2200 kVA 30 / 6kV, v) One complete set of MV 30 kV switchgear including cables, vi) One complete set of auxiliary power supply system 400 VAC including emergency diesel generator 150 kVA, 0.4 kV and Auxiliary transformer 160 kVA 30/ 0.4kV, vii) One complete set of auxiliary power supply system 110 VDC, including rectifiers and batteries, viii) Lighting and socket-outlets in the powerhouse and the forebay, ix)Telecommunication system between the powerhouse and the forebay, 1.5 km, x) Telecommunication system between the forebay and the Contador intake, 6 km, xi) Power supply between the powerhouse and the forebay, including a secured DC supply at the forebay, 1.5 km, in accordance with the power budget provided by the Civil Contractor, xii)Power supply between the forebay and the Contador intake, including a secured DC supply at the intake, 6 km, in accordance with the power budget provided by the Civil Contractor.
- The delivery schedule will be in two phases and a waiting period, that is, phase 1 that includes design studies and approval from the Employer (duration: 121 days), waiting period that may last up to 180 days and phase 2 that includes supply and installation (duration: 464 days)
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 revised November 2017 and August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Fiduciary Agency for Project Administration, Alberto Fernandes Leal and Horácio Ramos Dias, e-mail [email protected] and [email protected] and inspect the bidding document during office hours 0900 to 1200 hours and 1500 to 1700 hours at the address given below.
- The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of EURO 100.00. The method of payment will be Bank transfer to the account nº: Banco Internacional de Sao Tome e Principe (BISTP) account nº 251106310002, IBAN: ST 23000200010251106310166, SWIFT: INOI ST ST.The document will be sent by e-mail upon presentation of the proof of payment.
- Bids must be delivered to the address below on or before March 18, 2022, at 10:00 AM. Electronic Bidding is permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10:00 AM (Local time) March 18, 2022.
- A site visit conducted by the Purchaser will be held on 18 February 2022 at 09H00 (STP local time) at Contador Powerhouse, in Ponta Figo (Neves Municipality). A Pre-Bid Meeting will be held on 18 February 2022 at 14H00 (STP local time): AFAP meeting room, Avenida Kwame N'krumah, Prédio do Afriland First Bank, 2º Andar, São Tomé. All Bids must be accompanied by a Bid Security of EURO 60,000.00.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
