- The Democratic Republic of Sao Tome and Principe has received financing from the World Bank toward the cost of the Power Sector Recovery Project and intends to apply part of the proceeds toward payments under the contract for Civil Works – Design and Build for the Rehabilitation and Extension of the Contador HPP. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Fiduciary Agency for Project Administration now invites sealed Proposals from the eligible Proposers for the Design and Build for the Rehabilitation and Extension of the Contador HPP, located in Roça Ponta Figo, North of S. Tome Island. This Proposals is part of the Rehabilitation and Extension project of the Contador HPP, the objectives of which are to i) increase the conveyance capacity of the system, ii) increase the storage capacity at the forebay for the peak load demand, and iii) increase the installed power at the powerhouse.
- To achieve the aforesaid objectives, the present proposal must include the subsequent main works that has to be detail-designed and executed by the Contractor; those main works are (i) the rehabilitation of the existing access tracks, (ii) the rehabilitation of the intakes with Coanda screens for a total diverted flow of 900 l/s instead of the present 350 l/s, (iii) the demolition of the existing conveyance channel and construction of a larger one to convey a total flow of 900 l/s (including the construction of 3 new bypass tunnels I, II and III, the rehabilitation of the 8 existing tunnels, the rehabilitation of the existing damaged retaining walls along the channel layout, the rehabilitation of the existing bridges along the channel layout with respect to the new channel loads) (iv) the creation of new access tracks to the Angolar intake and the new Tunnel III, (v) the demolition of the existing forebay and the construction of a new one with a larger operational volume to store 14'600 m3, (vi) the construction of a valve chamber adjacent to the forebay, including all the 2nd stage concreting, for the installation of a safety valve (outside the present Request for Proposals'), (vi) the supply and installation of all the hydromechanical equipment required for sediment management and maintenance issues on the intakes, the conveyance channel and the forebay, (vii) the supply and installation of the monitoring devices, (viii) the comprehensive checking of the existing penstock with visual inspections of both the internal and external surfaces, non-destructive tests (ultrasonic, magnetic, penetrant liquid tests), thickness measurements, the calculation of the penstock segments' safety factors and proposal for the rehabilitation works, (ix) the rehabilitation of the existing penstock (including a systematic external sandblasting and protective coating, internal sandblasting and protective coating, supply, and installation of new segments to replace the damaged ones, replacement of the expansion joints, supply and installation of access manholes, removal of the existing penstock inlet pipes, the supply and installation of new ones, verification and rehabilitation of the anchor blocks, if required to), (x) the rehabilitation of the powerhouse ( including all civil works required for the removal of the two existing horizontal axis units and installation of two new vertical axis Pelton units, all civil works required for the removal and replacement of the transformers, construction of the tailrace channels and all other ancillary works, all builder's works, architectural works and other services required to renovate and upgrade the powerhouse building, all safety and protection measures of E&M equipment in the powerhouse to provide the possibility of having one unit running during the works), (xi) all metalworks required on the HPP infrastructures for operation and maintenance, (xii) the installation of all ducts, pulling chambers and culverts required for power and control command cables of the electromechanical equipment and instrumentation devices for the HPP.
- The present Proposals must also include all the temporary works and design studies required to complete the construction project at the sole responsibility of the Contractor. The Contractor is also responsible for the implementation of the ESMP including the action plans.
- The delivery schedule is i) Completion of Design studies – 210 days, ii) Completion of the temporary works at the forebay to guarantee the residual discharge for the operation of the HPP during the works – 365 days, iii) Total duration of the production downtime exclusively scheduled during the dry season (June, July and August) – 150 cumulative days of production downtime until the Completion.
- The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 revised November 2017 and August 2018 “Procurement Regulations” and is open to all eligible Proposers as defined in the Procurement Regulations.
- Interested and eligible Proposers may obtain further information from Fiduciary Agency for Project Administration, Alberto Fernandes Leal and Horácio Ramos Dias, e-mail [email protected] and [email protected] and inspect the RFP Document during office hours office hours 0900 to 1200 hours and 1500 to 1700 hours at the address given below.
- The RFP Document in English may be purchased by eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 200.00. The method of payment will be Bank transfer to the Banco Internacional de Sao Tome e Principe (BISTP) account nº 251106310002, IBAN: ST 23000200010251106310166, SWIFT: INOISTST. The document will be sent by e-mail upon presentation of the proof of payment.
- A single stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes.
- The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before at 10:00 AM (Local time) April 22, 2022. Electronic Procurement will be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below at 10:00 AM (Local time) April 22, 2022. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.
- All Proposals must be accompanied by a Proposal Security of USD 225,000.00. A site visit conducted by the Purchaser will be held on 21 Mars 2022 at 08H00 (Local time) at Contador Powerhouse, in Ponta Figo (Neves Municipality). A Pre-Proposal meeting will be held on 21 Mars 2022 at 16H00 (Local time) in AFAP meeting room, Avenida Kwame N'krumah, Prédio do Afriland First Bank, 2º Andar, São Tomé.
- All Proposals must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.
