REQUEST FOR EXPRESSION OF INTEREST N° FIPAG/UWSP/CON-35/25

CONSULTING SERVICES FOR THE CONSTRUCTION SUPERVISION OF THE 7 SMALL SYSTEMS FROM CORUMANA TO MACHAVA

The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MPWHWR) has received funding from the World Bank toward the cost of the URBAN WATER SECURITY PROJECT – (P509890), being implemented within the Greater Maputo Metropolitan Area and Southern Region and it intends to apply part of the proceeds for the cost of “FIPAG/UWSP/CON-35/25 - Consulting Services For The Construction Supervision Of The 7 Small Systems From Corumana To Machava”, under a competitive selection process.

The assignment is part of the activities that will support FIPAAS in coping with the rising demand from the expanding Maputo conurbation by making available additional 60,000 m3/day potable water and install the required distribution infrastructure to distribute this water to an additional 378 000 people aiming to increase access to clean water to the residents in the Greater Maputo Area.

The consultancy services assignment mainly includes: (i) verification of technical quality of all materials and equipment to be used (ii) construction supervision of 7 small systems along the existing Transmission Main, from Corumana to Machava including Defect Notification Period (DNP).

  • The Water Supply and Sanitation Investment and Assets Fund – FIPAAS now invites eligible firms (“Consultants”) to express their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, etc.).
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Sixth Edition of February 2025, setting forth the World Bank’s policy on conflict of interest.
  • Successful Consultant shall observe the following key qualifications: The Consultant shall be a reputable Civil Engineering Consultancy firm with a minimum of 15 years of experience in the water sector engineering design and supervision of water supply systems (Water Towers, pump stations and transmission/distribution networks). The experience shall consider as well having at least 10 years’ experience in Sub-Saharan African Countries. The Consultant should be fully conversant with World Bank procurement documents, FIDIC and other international procedures.
  • The detailed Terms of Reference (TOR) for the assignment can be made available upon request including project name and reference to the e-mail presented in the address below.
  • The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) in proceedings of method set out in the Procurement Regulations.
