  • Background: The Government of South Sudan, through the Ministry of Water Resources and Irrigation (MWRI), has received grants from the World Bank towards the cost of Preparation and implementing the following: (i) Climate Resilient Flood Management project (CRFM), and (ii) Groundwater for Resilience Project (GW4R).
  • CRFM: The Climate Resilient Flood Management project is an initial project meant to prepare for the long-term flood protection investments. The initial support focuses on non-structural measures, including early warning, improved monitoring and forecasting capacities, flood risk mapping, and community level interventions, rehabilitation of existing flood protection infrastructures, including potential support to natural-capital based livelihood activities in flood-prone areas. The CRFM project has funding of US$ 75M, including US$ 25M from the Window on Host Communities and Refugees (WHR) for a period of 5 years (2023 – 2028). The project has potential to be included in Phase 1 of the Regional Series of Projects on Climate Resilience (RCRP) making available an additional US$ 100M. An additional US$ 40M may become available to the project through the Crisis Response Window (CRW). Total potential project financing for CRFM is US$ 215M.
  • GW4R: The Horn of Africa (HoA) Groundwater for Resilience Project (GW4R) is meant to address development, access and management of South Sudan’s rich and relatively untapped groundwater aquifers such as Sudd and Baggara. Unlocking the groundwater resources has potential to improve the livelihood and enhance the resilience to climate change impact in the borderlands and adjacent marginalized areas of the country. South Sudan through MWRI expressed is joining the second phase of the regional HoA GW4R Project with project financing up to US$ 40 million for a period of 6 years (2024 -2030).

A Project preparation Advance (PPA) has been approved and the MWRI intends to apply part of the proceeds of the grants towards recruitment of a Procurement Specialist to support the fiduciary functions in the Project implementation Unit (PIU) established under the MWRI.

A Project Management Unit (PMU) shall be established within the MWRI for CRFM with the primary task of project implementation and overseeing service providers, stakeholder outreach and communications, fiduciary and procurement management, Monitoring and Evaluation (M&E), community engagement, and risk management related to social and environmental safeguards, fiduciary oversight as well as maintaining infrastructure quality and standards.

The Ministry of Water Resources and Irrigation intends to apply part of the proceeds of the grant to fund the position of a Procurement Specialist to support implementation and monitoring progress of the CRFM by providing Professional input on Procurement aspects of the Project. The Procurement Specialist will oversee procurement of goods, services, and civil works in accordance with the World Bank procedures and guidelines. He/she will be based in the Project Implementation Unit.

  • Scope of Services and Responsibilities: The scope of services for the position includes but not limited to the following duties and responsibilities:

Provide procurement management support to the Project Management Unit. The Procurement Specialist will be responsible for the preparation, review, adjust (where applicable) and monitoring the implementation of procurement plan.

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

  • Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting will include:

(i) An advanced degree with a major in relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business and Commerce); (ii) A minimum of at least 8 years of direct relevant experience including expertise in the management of procurement in the public or private sector; (iii) Minimum of at least 5 years of experience in implementing procurement actions according to international organizations guidelines/Regulations such as the World Bank, African Development Bank etc. for procurement of goods, services, and works; (iv) Experience in similar working environment like that of South Sudan is desirable; (v) Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use; (vi) Fluency in English is must.

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge and principles listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

  • Duration: Duration of the assignment is 24 months, renewable based on satisfactory performance and availability of funds.
  • The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
  • A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
