- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Resilient Agricultural Livelihoods Project (RALP). Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Data Analyst who will be responsible to provide managerial leadership to ensure successful delivery of the project.
- The objective of the assignment is to interpret and manage data using Management Information System (MIS), provide solutions to problems related to understanding of data, improve data quality and to facilitate effective and efficient delivery of data reports
- Responsibilities: The Data Analyst will be based in the Project Coordination Unit and the scope of work will include but not limited to supporting the MAFS to identify the right data sources; he/she analyze trends and develop the right strategic approach to developing metrics for tracking projects data that will lead to sustained systems; ensure timely, accurate, and complete data collection, imputing and reporting and recommend on data improvements; explores innovative solutions for the delivery of data and information to enhance decision support mechanisms and; ensure data and information sharing through automated retrieval and delivery mechanisms. He/she shall provide technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: A bachelor degree in Data Science, Information Technology, Computer Science, Software Engineering or any other related field; Post graduate degree is desirable; At least 3 years of experience with donors funded projects working on project delivery and data analysis within a complex delivery system; Experience in the usage of computers and office software packages; Experience in handling of web-based management systems and knowledge of mobile data collection systems such as ODK, Kobo Toolbox etc; Experience in IT skills and knowledge of GIS is highly desirable; Knowledge of ISO 27001 security standard and its implementation is an advantage; Database management including timely back-ups and sync of data is desirable; Experience of working with Government, United Nations or aid agencies in conflict and/or post conflict situations is desired.
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
