Assignment Title: Engineering and Construction Supervision for the Rehabilitation of Sao tome – Guadalupe road

The Government of the Democratic Republic of Sao Tome and Principe has received financing from the World Bank toward the cost of the Transport Sector Development and Coastal Protection Project, and intends to apply part of the proceeds for consulting of an Engineering and Construction Supervision for the Rehabilitation of Sao tome – Guadalupe road.
The consulting services (“the Services”) include:
Project Design review;
Supervision and administration services;
Environmental and safeguard supervision;
Social development and involuntary resettlement supervision;
OHS, HIV/AIDS, Gender Based Violence;
Support Client in clearing and supervising the Contractor’s ESMP (C-ESMP);
The consulting services is to be implemented in two years, from October 2019 to October 2021.

The Project Administration and Fiduciary Agency (AFAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Must have at least 15 (fifteen) years of relevant experience in road design and construction projects;
Must have at least 3 (three) contracts in road design and road construction supervision in the last 6 years;
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by June 28, 2019 until 16:00 hours (Sao Tome and Principe local time).
