- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Productive Safety Net for Socioeconomic Opportunities (SNSOP). Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Project Manager who will be responsible to provide managerial leadership to ensure successful delivery of the project
- The Project Manager will have the primary responsibility to oversee the implementation and management of all the project activities under the SNSOP, including reporting to all the stakeholders on the performance as regards the project activities and financial progress of the SNSOP project.
- Responsibilities: The Project Manager will be responsible for the provision of technical assistance to the project in general and advance to the implementing partners technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: At least Master’s Degree in Project Planning and Management, Business/Public Administration, International Relations, Political/Development Studies, Infrastructural management or civil engineering and other relevant field from recognized University/Institution; At least ten (10) years of relevant professional experience, five (5) of which must have been at senior level in project implementation and management position(s) related to the social protection, food security or livelihoods Food or related projects; Specific experience in managing the implementation of large-scale projects (Minimum $50m) in social protection, food security or livelihoods or related sector financed by Multilateral/ Development Financial Institutions such as the World Bank, ADB, AFD, KfW, China Exim Bank or equivalent will be an added advantage; Experience in post- conflict or conflict situations is desirable; Experience in data collection and analysis and management expertise using MS Excel, MS project and other project management related software and relational databases; Strong communication and writing skills
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.

- Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by Thursday 26th, 2022 at 17:00 Hours (South Sudan Time)
