- Background: The Government of South Sudan has received financing from The World Bank through the Ministry of Gender, Child and Social Welfare (MGCSW) toward the cost of Women’s Social and Economic Empowerment Project.
The Project Development Objective (PDO) is increase girls and women’s access to livelihood, entrepreneurial and GBV services and to strengthen the government's capacity to provide these services. The Project has four (4) components namely: (i) Community Empowerment Support to Women and Girls (ii) Women’s Entrepreneurial Opportunity Facility (iii) Services for Survivors of GBV; and (iv) Institutional Strengthening and Project Management.
The Ministry of Gender, Child and Social Welfare in partnership with the World Bank have agreed to contract the United Nations Entity for Gender Equality and the Empowerment of Women (UNWOMEN) to lead in the implementation of Components 1, 2, 3 and subcomponent 4a of the project.
A Project Management Unit (PMU) shall be established within the MGSCW for SSWEEP with the primary task of project management and overseeing the performance of UNWOMEN under the output agreement and other service providers, stakeholder outreach and communications, fiduciary and procurement management, Monitoring and Evaluation (M&E), community engagement, and risk management related to social and environmental safeguards, fiduciary oversight as well as maintaining infrastructure quality and standards.
The Ministry of Gender, Child and Social Welfare intends to apply part of the proceeds of the grant to fund the position of a Financial Management Specialist to support implementation and monitoring progress of the SSWEEP by providing Professional input on Financial Management aspects of the Project. The FM Specialist will oversee all accounting and financial management responsibilities of the projects in full adherence and compliance with World Bank guidelines, procedures, and regulations and in accordance with the Project Operations Manuals. He/she will be based in the Project Implementation Unit.
- Scope of Services and Responsibilities: The scope of services for the position includes but not limited to the following duties and responsibilities:
Provide financial management support to the Project Management Unit. The Procurement Specialist will be responsible for overall coordination and oversight of the financial management functions. The consultant will also provide hands on capacity building of Government staff to help build a talent pool of fiduciary experts who will progressively take over the responsibility for fiduciary oversight of future projects implemented by the MGCSW
The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.
- Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting will include:
(i) At least 1st degree in accounting, finance, economics, business or any related fields from a recognized university; (ii) relevant professional qualification such as ACCA, CPA or equivalent, and membership of a recognized professional body in good and regular standing will be added advantage; (iii) At least five years of post-qualification experience handling financial management responsibilities in the public sector and/or projects financed by development partners; (iv) least three of the minimum five years of experience should be related to financial management responsibilities in projects funded by the World Bank or similar international organizations; (v) Good knowledge and application of relevant computerized accounting software such as QuickBooks / Navision; (vii) Experience of Project Financial Management in a developing country such as South Sudan is highly desirable; (viii) Excellent computer skills, including database use is required; and (ix) Excellent written and oral communication skills, in English, to deliver complex technical documents, and reports.
The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge and principles listed in the TOR.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duration: Duration of the assignment is 24 months, renewable based on satisfactory performance and availability of funds.
- The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
