- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Resilient Agricultural Livelihoods Project (RALP). Based on aforementioned, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Gender Officer (GBV/SEA) who will be responsible to provide managerial leadership to ensure successful delivery of the project.
- The objective of the assignment is to ensure timely management of the gender-based violence (GBVSEA) Programme, identify bottleneck in GBV/SEA prevention, protection and response; provide leadership to ensure that technical knowledge is developed, updated and disseminated for effective implementation.
- Responsibilities: The Gender Officer shall provide technical support to the Ministry and other relevant social safeguards Officer attached to the project to address gender inclusion and social risks of GBV including sexual abuse and exploitation (SEA) arising out of the execution of ERLP and RALP, offer technical support to enable the Project to develop and implement clear GBV risks mitigation measures. He/she shall provide technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of project interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
- Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Bachelor degree with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines; Advanced degree is an advantage; 6 years of proven specialized experience in GBV prevention and response including SEA and SH and experience in this field at project level in conflict and/or post conflict situations is desired; Experience in working with Government, project beneficiaries and civil society; and Experience in the usage of computers and office software packages;
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
