  • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of SNSOP. The SNSOP is a World Bank (WB) funded project which will be implemented by the Ministry of Agriculture and Food Security (MAFS) and the Ministry of Gender, Child, and Social Welfare (MGCSW). The MAFS will be the lead implementing agency responsible for overall implementation, fiduciary, Environment and Social Framework (ESF) compliance for the project through the established Project Coordination Unit (PCU). The MAFS has strong previous experience in implementing several WB funded projects including the Safety Net and Skills Development Project (SNSDP) with day-to-day oversight and management. MGCSW will fully implement activities under Component 3 and will actively participate in the implementation, monitoring, and supervision. Part of the PCU will be established at the MGCSW which will allow the ministry to build their capacity for future project implementation. The PCUs in MAFS and MGCSW will work closely in the project implementation, monitoring, and evaluation. Based on, MAFS and MGCSWS intends to apply part of the proceeds for the payment for the services of the Management Information Officer (MIS) Officer
  • The objective of the assignment is to effectively and efficiently manage the project’s biometrics system and management information system (MIS) which will incorporate key features relevant to project implementation and elements of the Monitoring and Evaluation framework and the results matrix and that will provide mechanisms and modalities for monitoring the achievement of activities, outputs, outcome, and their contribution towards the achievement of each project development objective.

Responsibilities: The MIS Officer will be responsible in supporting the designing, development and maintenance of the Management Information Systems (MIS) and the biometric system; Provide support during system requirements gathering, analysis and developing both functional and non-functional requirements for the MIS; Explore innovative solutions for the delivery of data and information to enhance decision support mechanisms; Data and information sharing through automated retrieval and delivery mechanisms; Support and develop ICT solutions for enhancing access to information; Provide support to the Geospatial Information Systems; Design solutions for fulfilling information gaps identified by internal and external users of the Program MIS; Work with the third-party firm and its team members to manage the Biometric system and MIS and/or commission an appropriate alternative system in order to meet the Data protection and Information requirements of the SNSOP;; He/she provide technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail)

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

  • Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance.

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Master’s Degree in Information Technology, Computer Science, Software Engineering or other relevant disciplines is required or Bachelor’s Degree in Information Technology, Computer Science, Software Engineering or other relevant disciplines with a combination of three (5) additional years of relevant professional experience in data collection and management may be accepted in lieu of a Master’s degree; A minimum of six (6) years’ relevant work experience in development of Project biometric and Management Information Systems with donors’ funded projects, particularly World Bank; Experience in implementation of Biometric identity systems and Installing and Supporting Network segments for both LAN & WAN is an asset; Experienced with Biometric, Geographic Information Systems and Information Management Systems applications for monitoring of social development; Knowledge of ISO 27001 security standard and its implementation is an advantage; Experience in system analysis, design of enterprise systems and development of large MISs in Social Protection domain will be an asset; Experience in writing technical documentation; Strong knowledge in SQL server databases (Microsoft SQL Server, PostgreSQL etc.) including programming languages like C#, VB.NET, HTML, JavaScript, CSS, jQuery, Ajax is an advantage; Knowledge of Administration of Databases using Microsoft SQL Server is an asset; Experience in Key roles in DATA Center Services including SAN, Redundancy, Clusters load balancing and fail over. Antivirus, malware Security system, deployment and management in networks is desirable; Database management including timely back-ups and sync of data is desirable; Experience of working with Government, United Nations, or aid agencies in conflict and/or post conflict situations is required.

  • The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, and November 2020 for selection of individual consultant.
