Hiring of Project Manager for Health Sector Transformation Project — Ministry of Health, Republic of South Sudan

REPUBLIC OF SOUTH SUDAN MINISTRY OF HEALTH REQUEST FOR EXPRESSION OF INTEREST (REOI) COUNTRY: Republic of South Sudan NAME OF PROJECT: Health Sector Transformation Project (HSTP) PROJECT ID: P181385 Assignment Title: Project Manager Reference No.: SS-MOH-418627-CS-INDV Place of assignment: Juba, South Sudan Closing Date: 19th April 2024 Background The Government of the Republic of South Sudan (GRSS) has received funding grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP).

The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a package of basic health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc. The PMU is expected to procure Specialists who will work alongside National staff recruited by the Ministry of Health (MoH) to support the PMU smooth implementation of the Project. It is also the responsibility of the PMU to ensure that all project activities are consistent with the project documents (such as the project appraisal document, legal documents and other subsequent documents and agreements.

Furthermore, the PMU must maintain continuous oversight of all project activities to: i) identify and resolve issues early before they become problems; and ii) identify and catalyze opportunities for improving project impacts and outcomes as the project unfolds and the on the ground realities change. The Ministry of Health intends to apply part of the proceeds of the grants towards recruitment of a Project Manager to support the project management functions in the Project Management Unit (PMU) established under the MoH.

Scope of Services and Responsibilities: The scope of services for the position includes but not limited to the following duties and responsibilities: The overall in charge of the day-to-day management and implementation of the project activities leading to achievement of the intended project results. The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

Selection Criteria and Qualification Requirements: Master’s Degree in a relevant area such as Healthcare Management, Public Health, or any project related field; (ii) At least ten years demonstrable experience working on project development and implementation, including financial/budget management, procurement, and reporting; (iii) Knowledge and management experience with project management methodologies including results-based management; (iv) Proficient computer skills and use of relevant software and other applications; (v) Knowledge of South Sudan government systems and protocols (Essential); (vi) Experience with World Bank project management systems or any multilateral development Bank or organization; and (vii) Fluency in spoken and written English.

The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge and principles listed in the TOR. Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

Duration: Duration of the assignment is 24 months, renewable based on satisfactory performance and availability of funds. The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
