• The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the following projects: South Sudan Resilient Agricultural Livelihood Project (SSRALP), South Sudan Emergency Locust Response Project (SSELRP). Based on aforementioned, MAFS intends to apply part of the proceeds for the payment for the services of the Senior Procurement Specialist/TA

• The overall objective of the position is to provide technical guidance and support in executing procurement activities under the project in full adherence and compliance to the Donor guidelines and procedures, using the World Bank procurement guidelines for the respective procurement of Goods, Works, Consulting Services and Non-Consulting Services of the above listed projects and closely follow project implementation manual and grant agreement of each project. The position holder will dedicate most of his/her work to capacity building of the Government staff and system development of the Government institution with view to attain the project development objective.

• Responsibilities: The Consultant shall work in the Single Project Coordination Unit (PCU) of the projects and s/he will have the following key responsibilities among others: technically support the Ministry of Agriculture and Food Security (MAFS) to achieve the above-stated objective, advice and ensure that all the procurement activities are compliant with the Operation Manual and World Bank Procurement Guidelines; provide guidance to government officials in the use of Public Financial Management (PFM) Manual with respect to procurement; and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) they were not working either for MAFS (the hiring Agencies) before going on leave of absence without pay, resigned or retired.

• Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Master’s degree in procurement, accounting, finance, economics, business or any other related fields from a recognized university; Professional qualification in CIPS; A minimum of at least 10 years of direct relevant procurement experience including broad expertise in the management of procurement in the public sector and implementing procurement activities with donors’ funded projects; Experience in similar working environment like that of South Sudan is desirable; Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use; Fluency in English is a must; Excellent written and oral communication skills; High level interpersonal and relationship-building skills.

• The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).

• The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

• A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
