| Contract Nº | 01/C/EITI/14The Government of Sao Tome and Principe has received a Grant from the World Bank toward the cost of the Sao Tome and Principe´s Extractive industries Transparency Initiative Project, and intends to apply part of the proceeds to hire an Independent Administrator to prepare the above-mentioned reports.The consulting services ("the Services") includes the following tasks: (i) Contribute to the completion of the Scoping Reportof the Joint Development Zone (JDZ); verify the companies that made payments to the Joint Development Authority (JDA) and the types of payments to be covered in thereconciliation report (ii) collect and reconcile all payments made byrelevant oil companies to the JDA and the payments received by the JDA for the 2005-2013 fiscal years; (iii) collect the payments made by the JDA to the Governments of Nigeria and the Government of Sao Tome and Principe; (iv) reconcile the payments by the JDA and the receipts bythe Government of Sao Tome and Principe; (v) prepare the contextual information about the oil sector in Sao Tome and Principe using the OilSector Study of Sao Tome and Principe and other sources as needed; (vi) collect and reconcile all payments made by oil companies operating in the Exclusive Economic Zone (EEZ) to the Government of Sao Tome andPrincipe and the receipts by the Government for the years 2011-2014; (vii) collect and reconcile social payments and transfers. The selected consultant will be required to organize a workshop to present the results of the JDZ-EITI to the JDZ Sub-Committee and the results of the STP report (including the Exclusive Economic Zone) to the STP-EITI Committee. The services should be executed within the maximum period of twelve (12) weeks (July, August and September 2014) as of the start date of the contract.· The Agência Fiduciária de Administração de Projetos now invites eligible consulting firms ("Consultants") to indicate their interest in providingthe services. Interested consultants should demonstrate that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: Expertise and experience in the oil, gas and mining sectors; Overall experience of more than 10 years in accounting, auditing and financial analysis (Knowledge of oil and mining economics or similar field would be advantageous); and experience of working in the African region. The team leader should have also at least 10-year experience in accounting, auditing and financial analysis inthe oil and gas sectors, including in Africa. The team leader must befluent in English and Portuguese.
