REQUEST FOR EXPRESSION OF INTEREST COUNTRY: DEMOCRATIC REPUBLIC OF SAO TOME AND PRINCIPE PROJECTS: POWER SECTOR RECOVERY QUALITY EDUCATION FOR ALL INSTITUTIONAL CAPACITY BUILDING TRANSPORT SECTOR DEVELOPMENT AND COASTAL PROTECTION SOCIAL PROTECTION AND SKILLS DEVELOPMENTS WEST AFRICA COASTAL AREAS RESILIENCE INVESTMENT GRANTS Nº: IDA D1260, H 9770, D 3080; D 4460, D 3760, D 1690 CONSULTING SERVICES: AUDIT FOR THE PROJECTS MANAGED BY AFAP REFERENCE Nº 01/C/AFAP/2019 The Government of the Democratic Republic of São Tomé and Príncipe has received from the International Development Association toward the cost of the projects managed by AFAP, and intends to apply part of the proceeds for auditing services.
The services to be performed only by a firm match an effort of 5 person/month during the months of April / June 2020, April/June 2021 and April/June 2022, consist of audit of the financial statements of projects managed by the AFAP, include: The auditor will express an opinion for each project on the statements of expenditure on the one hand and, on the other hand special accounts and projects accounts for each fund donors, respectively received and expenditures made in the fiscal year ended on the same dates.
The consultant, in accordance with the International Standards on Auditing (ISA) must pay attention to the subjects of fraud and corruption, laws and rules, governance and risk. The Project Administration and Fiduciary Agency (AFAP) having the status of a projects implementing agency that handles funding from the World Bank now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: Work experience of more than 5 years in the field of design of audit of projects like World Bank and European Investment Bank financial statements; Experience proven in accounting, financial management and internal control; Mastery of Portuguese language, written and spoken. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Least-Cost Selection (LCS) method set out in the Procurement Regulations.
