Procurement and Installation of Prefabricated Offices — South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST)

Specific Procurement Notice Request for Bids: The design, supply, and installation of functional and sustainable prefabricated office facilities for the project implementation unit within the Ministry of Energy and Dams. Country: South Sudan Name of Project: South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) Contract Title: the design, supply, and installation of functional and sustainable prefabricated office facilities Grant No.: IDA- E1660 RFB Reference No.: SS-MOED-458498-CW-RFB • The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams (MoED) has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST).

It intends to apply part of the proceeds towards the Supply and Installation of Fabricated Offices in MoED for PIU. 2. The Ministry of Energy and Dams now invites sealed Bids from eligible Bidders for the design, supply, and installation of functional and sustainable prefabricated offices facilities at the MoED for PIU 3.

Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, July, 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the Project Implementation Unit, ASSIST Project, e-mail address assist.piu@gmail.com and copy to gunde.assistp@gmail.com and inspect the bidding document during office hours 8:00 a.m. to 4:00 p.m. from Monday through Friday at the address given below.

• The bidding document in English can be obtained by interested Bidders upon the submission of a written application to the address below.

The document will be sent by e-mail. 6. Bids must be delivered to the address below on or before 3:00 p.m. on 6th December, 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 3:00 p.m. on 6th December, 2024.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 8.
