EARLY MARKET ENGAGEMENT NOTICE
Republic of Mozambique – World Bank–Financed Transport Portfolio
Strategic Context and Scale
The Government of the Republic of Mozambique, through the Ministry of Transport and Logistics and its implementing agencies, is advancing a multiyear transport investment program supported by the International Development Association of the World Bank.
The current active and pipeline portfolio exceeds US$0.9 billion and spans national and regional road corridors, urban mobility systems, feeder roads, logistics infrastructure, institutional reform, and digital transport systems. Additional operations are under preparation.
Over the next 12 to 24 months, and beyond, the Government anticipates a sequenced pipeline of procurement packages under open international competition. The objective is to structure contracts in a manner that strengthens competition, attracts experienced international and regional firms, and delivers value for money while enhancing long-term sector capacity.
All tenders will be conducted in accordance with the World Bank Procurement Regulations for IPF Borrowers and applicable national arrangements.
This engagement forms part of a deliberate effort to provide early visibility to the market and to design procurement approaches that are commercially viable, competitive, and responsive to market realities.
Purpose of the Early Market Engagement
This Early Market Engagement seeks to:
- Present the strategic direction, scope, and sequencing of upcoming procurement opportunities across the transport portfolio
- Share indicative procurement approaches, including potential use of Design-Build Contracting models
- Gather structured market feedback on contract packaging, risk allocation, performance indicators, and implementation timelines
- Assess market appetite and capacity for large-scale corridor rehabilitation, climate-resilient infrastructure, and digital transport systems
- Identify potential supply-chain constraints and mobilization considerations
- Strengthen transparency and broaden international participation
Feedback received will inform final packaging strategies, procurement methods, and risk allocation frameworks.
This session is consultative in nature and is intended to enhance quality and competitiveness in future bidding processes.
Overview of the IDA‑Financed Transport Portfolio
Mozambique’s current IDA-financed transport portfolio is structured around four flagship investment operations, summarized below:
- Safer Roads for Socio Economic Integration Program – Phase 1 (SRSEI)
US$ 400 million – Rehabilitation and upgrading of strategic road sections along the North–South corridor, with a strong focus on road safety and climate resilience.
- Maputo Metropolitan Area Urban Mobility Project (MOVE Maputo / MMAUMP – P175322)
US$ 250 million – Improving mobility and accessibility in the Maputo Metropolitan Area through mass transit corridors, urban road improvements, public transport systems, and digital solutions.
- Climate Resilient Roads for the North Project (CRRN) US$ 125 million – Strengthening climate resilience of road infrastructure and safe access in the northern provinces.
- Transport Corridors for Economic Resilience – Mozambique (TRACER SOP2 – P510427)
US$ 123.3 million – Improving regional trade and transport connectivity, logistics efficiency, and road safety along the Nacala Corridor.

Contract awards are expected to follow in phases within the next 12 to 24 months.
