Procurement of vehicles for the Rapid Results Health Project — Ministry of Health, South Sudan

Invitation for Bids

• The Government of the Republic of Health through the Ministry of Health has received financing from the World Bank toward the cost of the Rapid Results Health Project (RRHP), and intends to apply part of the proceeds toward payments under contracts for Procurement of Motor Vehicles.

• The Ministry of Health now invites sealed bids from eligible bidders for procurement of the following:

• Bidders may bid for one or more Lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract (Lot) will be allowed to do so, provided those discounts are included in the Letter of Bid.

• Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

• Interested eligible bidders may obtain further information from the Director for Procurement, Ministry of Health, Ministry’s Complex, Juba, South Sudan; E-mail [email protected] and copy [email protected] and inspect the Bidding Documents at the address given below from 0900 hrs to 1600 hrs local time from Monday to Friday exclusive of public holidays.

• A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Fifteen thousand South Sudan Pounds (15,000SSP) or USD100. The method of payment will be either Cash or Bank transfer (in the case of payment in USD – bank account shall be provided upon receipt of the written application). The document will be sent by courier for overseas delivery.

• Bids must be delivered to the address below on or before 1200 Hrs Juba time on October 19, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the Conference Room, Ministry of Health in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 1230 Hrs Juba time on October 19, 2017.

• All bids must be accompanied by a Bid-Securing Declaration.
