The Ministry of Agriculture and Food Security (MAFS) has received financing from the World Bank toward the cost of the Productive Safety Net for Socio-economic Opportunities Project and intends to apply part of the proceeds toward payments under the contract for hiring an implementing partner for the Provision of Economic Opportunities. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. Bidding will be conducted through the International Competitive Bidding procedures using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” (July 2016, revised September 2023) 5th Edition, and is open to all eligible bidders as defined in the Procurement Regulations. 4. The bidding documents in English may be purchased by interested bidders at a non-refundable fee of United States Dollars On hundred ($100) or equivalent in South Sudanese Pounds prior to submission date. The method of payment will be by Bank transfer. The details of the bank will be provided upon received of application letter. The hard copy of the Bidding Documents in English will be available for pick up at the address mentioned 6. Bids must be delivered to the address below on or before November 12, 2024, at 2:00 PM and MUST sign on an authentic MAFS bid delivery book. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on November 12, 2024, at 2:00 PM. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7.
