Monitoring contracts for compliance, risk identification, mitigation, etc. • Management of the projects’ activities working closely with EMAE, AGER and MIRN. The Consultant will support the TIU, MIRN, EMAE, AGER, AFAP, and other relevant stakeholders in the management and monitoring of contracts financed under the Project. The detailed Terms of Reference (TOR) for the assignment can be obtained by sending a request to the address email: aels.procurement@afap.st, dg.procurement@afap.st. The Project Administration and Fiduciary Agency (AFAP) invites eligible consultants(“Consultants”) to indicate their interest in providing the services, sending a Expression of Interest. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR. • The shortlisting criteria are: | Category | Sub-Criteria | Points | Academic Qualifications | Master's degree in Law, Business Management, Engineering, or a related field | 10 | General Professional Experience | At least 10 years in Contract Management, preferably on the Client side | 20 | At least 8 years on projects financed by international donors or multilateral agencies | 15 | Experience working in Sub-Saharan African countries | 5 | Technical Experience | Demonstrated experience in procurement or management of works and supply contracts, with knowledge of FIDIC standards | 20 | Experience in power sector projects | 5 | Capacity Building | Demonstrated experience in training, mentoring, or knowledge transfer in a project or institutional context | 10 | Interpersonal Skills | Strong interpersonal and communication skills, and ability to work in a multinational and multidisciplinary environment | 5 | Digital Skills | Proficiency in MS Office, Teams, Zoom, and related tools | 5 | Language Skills | Fluency in Portuguese; basic English and/or French is an advantage | 5 | | TOTAL | 100 Candidates must achieve a minimum score of 75 points to proceed to the interview stage. Note: AFAP reserves it’s right to verify submitted references and use obtained information for evaluation purposes. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The consultants are strongly advised to limit their Expression of Interest to 20 pages. The Consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing, under the method applicable to Selection of Individual Consultants (IC), and will be based on the qualifications and experience set out in the evaluation criteria above, with candidates required to obtain a minimum score of 75 points.
