The Government of the Republic of Sao Tome and Principe (GoSTP) has received grant financing from the World Bank toward the cost of the Access to Clean Resilient Electricity Project (ACRE) whose objective is to increase access to sustainable and clean energy in Sao Tome e Principe. This is aligned with the ASCENT MPA Program Development Objective (PrDO) of accelerating access to sustainable and clean energy and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is to recruit a Contract Manager for the Technical Implementation Unit.

The objective of the assignment is to provide specialized contractual and project management support to the Technical Implementation Unit (TIU), ensuring effective contract administration, contractual compliance, risk management, and support to procurement and implementation activities under the ACRE Project. MIRN intends to hire a part-time Contract Manager for the TIU to support in:

  • Drafting of contracts
  • Help review bids from a contractual perspective
  • Support contract negotiations
  • Monitoring contracts for compliance, risk identification, mitigation, etc.
  • Management of the projects’ activities working closely with EMAE, AGER and MIRN. The Consultant will support the TIU, MIRN, EMAE, AGER, AFAP, and other relevant stakeholders in the management and monitoring of contracts financed under the Project.

The Project Administration and Fiduciary Agency (AFAP) invites eligible consultants(“Consultants”) to indicate their interest in providing the services, sending a Expression of Interest. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR.

Candidates must achieve a minimum score of 75 points to proceed to the interview stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The consultants are strongly advised to limit their Expression of Interest to 20 pages.

The Consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing, under the method applicable to Selection of Individual Consultants (IC), and will be based on the qualifications and experience set out in the evaluation criteria above, with candidates required to obtain a minimum score of 75 points. The shortlisted candidates will progress to the interview stage.
