Background

The Democratic Republic of São Tomé and Príncipe has received financing from the World Bank toward the cost of the Institutional Capacity Building Project and intends to apply part of the proceeds for consulting services, one of them been the Consulting Services for Technical Assistance for Enterprise Census of Sao Tome and Principe 2019.

Having the need to update this data and to know the current dynamics of existing business dynamics in Sao Tome and Principe, INE, in accordance with its National Statistical Development Strategy 2018-2021 (ENDE), with the support of the World Bank, is organizing the II Enterprises Census of the formal sector of the economy.

This will allow the update of the Statistical Units File (FUE) and certainly better contribution to the calculation of National Accounts. It will also serve as the basis for producing periodic reports on Business Statistics based on up-to-date and reliable data.

the Consultant will support INE in all aspects of the questionnaire design, including managing field work and updating the flow of indicators on business activity, as well as providing elements or input for the preparation of a Central Balance sheet.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Fiduciary Administration Project Agency - AFAP now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

Have a degree in economics, applied mathematics in statistics or related field

Experience of 5 years or more in compiling business statistics, conducting surveys or enterprise census

Working experience with the CAPI system, CSPro software, STATA and SPSS software;

Have field experience with business surveys and enterprise census

Fluent in Portuguese - writing, reading, and oral interaction.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

TERMS OF REFERENCE (TOR) for

Consultancy: Technical Assistance for Enterprise Census of Sao Tome and Principe 2019

Project Title: Institutional Capacity Building Project

FRAMEWORK

Similar to other developing countries, Sao Tome and Principe also presents challenges arising from the level of statistical information of the microeconomic and macroeconomic structure. Sao Tome and Principe carried out the last Enterprise Census (EC) in 2000, which is one of the main sources of sectoral information for sector assessment, production, updating of Business Statistics and preparation of National Accounts.

After 19 years it is assumed that the structure of the country's economic activity has changed and that it has also influenced the structure of GDP. Any census, whether economic, populational or agricultural, in accordance with international standards, must be carried out at least every 10 years.

Having the need to update this data and to know the current dynamics of existing business dynamics in Sao Tome and Principe, INE, in accordance with its National Statistical Development Strategy 2018-2021 (ENDE), with the support of the World Bank, is organizing the II Enterprises Census of the formal sector of the economy.

The results of this census are intended to:

Characterize companies by sector of activity;

Provide indicators such as costs and income, by activity;

Provide basic information for the production of National Accounts;

Update the Statistical Units File (FUE);

Meet the needs of the main users (Public Administration, International Organizations, Research Institutions and Local and Foreign Investors) of companies and other related.

The information to be collected will be based on the approved official chart of accounts and other mandatory laws, including the main nomenclatures, concepts and definitions.

In short, the recurrence of an international consultancy is fundamental for the realization of this project.

Mission Objective

The main objective of this consultancy is to support INE in the execution of the Enterprises Census in Sao Tome and Principe which will be carried out in two phases:

In the first phase the Consultant will provide technical support in the preparation and design of the methodological document, i.e. the construction of modules and their surveys, training of trainers, defining concepts and nomenclature, as well as advice on collection and follow-up in the field. The duration of this first phase will be of 3 weeks.

In the second phase, which begins in the last week of completion of the field work, the Consultant will provide training of a team to monitor data analysis and processing, technical assistance to INE and the process will conclude with submission of the final report.

The duration of this mission will be of 3 weeks.

Work methodology

The methodology for the implementation of this major statistical operation will be based on customary practices in performing operations of this nature, i.e. previous operations.

However, during data collection, INE will resort to the use of new technologies, namely collection through CAPI, using the tablet.

In fact, the Consultant will support INE in all aspects of the questionnaire design, including managing field work and updating the flow of indicators on business activity, as well as providing elements or input for the preparation of a Central Balance sheet.

Tasks / Assignments

The International Consultant will guide and support national technical staff in the following tasks:

Schedule definition of the census activities;

Profile design of existing companies in the country based on primary and secondary information sources;

Evaluation of current business activities and geographical area, business activities by industry. Compliant with CAE-REV1-STP;

Definition of the method and period of data collection as well as the type of survey;

Definition, observation variables;

Review of all concepts and definitions;

Analysis of business development at national level;

Periodic reporting on the survey process, and furthermore, should assist INE in preparing the pilot and final version of the questionnaires, CAPI, background information, survey manuals and any other documentation that may prove necessary.

Work in partnership with the company hired to train and qualify INE technicians;

The consultant, in partnership with the national company, will elaborate a training plan for INE's field agents and technicians, as well as the supervision of the field work;

Definition and inclusion of the questionnaire in the tablet;

Monitor the pilot test and review the first data collected from the test;

Training of 3 enterprise sector technicians in data processing and analysis;

Treatment of collected data;

Treatment of non-response rate;

Elaboration of the final report;

The Consultant will also work closely with INE technicians whose role is to “supervise and coordinate” the work on computer processing and data analysis on the implementation of the system of companies operating in the country.

Expected results

Within the actions to be developed, the following results are expected:

Successful census;

Technical capacity building of the national technicians involved in the project regarding collection, processing, analysis and evaluation of existing enterprise data, enhanced for project implementation;

Instruments and documentation to support the business census, conceived and elaborated;

Implemented database management of the company;

Database of companies operationalized;

Final results report.
