  • The Ministry of General Education and Instruction (MOGEI) of the Government of South Sudan (GOSS) has received financial Grant from the World Bank towards the cost of implementation of project title: Building Skills for Human Capital Development in South Sudan (BSHCDSS). Based on aforementioned, the MOGEI intends to use portion of the proceed of the grant to finance position for Project Accountant on contract basis.
  • Objective of the Assignment: The objective of the position is to carry out accounting and financial management responsibilities of the project in full adherence and compliance to World Bank financial management guidelines, procedures, regulation and closely follow project implementation manual and grant agreement.
  • Scope of Services:The project Accountant will undertake the following tasks in collaboration with with the Project Director and Unit staff:

a)- Establishment of accounting system to manage and maintain project activities in compliance and adhereance to project Implementation Manual and Project Financial Agreement;

b)- Carry out payment of all regular area of office expenses such as office utilities, telecommunication (telephone, fax, internet etc.) bills, advance, etc.;

c)- Ensure regular monitoring of the bank account;

d)- Maintain payment records of all invoices received;

e)- Management of the data file and the appropriate filing of the electronic and hard copies of the financial document and reports.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or reteried six months prior to date of the advert; (ii) their employment will not create conflict on interest.

  • Assignment Duration: The assigned will be for a period of twenty four (24) months with a possibility of extension subject to satisfactory performance and availability of funds.
  • Selection Crireria: The selection shall be based on qualification, experience and skills of the candidate and follow by interview. The qualification, experience and skills should include: Hold Degree in Finance, Accounting, Business Administration or any relevant equivalent form a recognized university with relevant accounting/finance management focus; Qualified (CPA) a)- General Experience: Minimum of at least five (5) years of hands on experience working with donors funded project; b) Specific Experience: Knowledge and experience in accounting software is a must.

Practical working experience in training: Skills in stakeholder engagement and consultation; get-it-done attittude, ability to solve problems independently, and work with limited supervision. Seft-driven and proactive, focused on rapidly achieving results in advancing project implementation; Fluency in English and fluency in standard MS office applications (Word, Exel, Power point); Demonstrate interpersonal and negotiation skills including diplomacy and tact; She/He must have significant practical experience with the World Bank Financial Management policy anf or IFC Performance Standards evidenced from similar work carried out in the past works.

  • The MOGEI now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the servives and furnish their Curriculum Vitae (CV) in the prescribed form that will be provided with the (TOR) upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank's policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017, August 2018 and November 2929 for selection of individual consultant.
