- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the following projects: South Sudan Resilient Agricultural Livelihood Project (SSRALP), South Sudan Emergency Locust Response Project (SSELRP). Based on aforementioned, MAFS intends to apply part of the proceeds for the payment for the services of the Communication Officer
- The objective of the assignment is to develop and implement communication and visibility strategies as well as disseminating information about the two projects. The postholder will also formulate proper sustainable communication management system that enhances effective coordination among program stakeholders with view to attain the project development objective.
- Responsibilities: The Communication Officer will be responsible in identifying key stakeholders and their specific needs from the communication point of view; formulates and assist in the implementation of the Communication and Stakeholders’ Management Strategy and prepares content of communication materials such as press release, flyers, reports, etc. to be used in various activities/events and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) they were not working either for MAFS (the hiring Agencies) before going on leave of absence without pay, resigned or retired.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Master’s Degree in communication, English Language, Journalism, Mass media, public relation or any other relevant field; At least 6 years’ experience in communication with donors funded projects and in communication for development using mass media; Strong Written and Oral communication skills in English Language; Strong written and oral Arabic Language is an added advantage; Mastery of Computer software skills required in all basic Microsoft, Word programmes and publication software; Experience with MIS management and software is desired; Demonstrated interpersonal and negotiation skills including diplomacy and tact.
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.

- Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by June 8th, 2022 at 17:00 Hours (South Sudan Time)
