- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the following projects: South Sudan Resilient Agricultural Livelihood Project (SSRALP), South Sudan Emergency Locust Response Project (SSELRP). Based on aforementioned, MAFS intends to apply part of the proceeds for the payment for the services of the Environmental Officer
- The objective of this role is to ensure that the implementation of sub-projects /activities are undertaken in compliance of the projects’ Environmental and Social Management Frameworks (ESMFs) and in conformity with World Bank (WB) Environmental and social Framework, South Sudan environmental policies and laws, and GIIP. The presence of environmental expert is expected to bring an improved environmental performance
- Responsibilities: The Environmental Officer will be responsible for the provision of technical assistance to the Program in general and advance to the implementing partners technical guidance to ensure compliance and implementation of the Environmental Policy and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Bachelor’s Degree in Environmental management, Biological Sciences including Forestry, Agriculture, Botany, Zoology, Natural Resource Management or any other related field from a recognized University; Master Degree is an added advantage; A minimum of 5 years practical experience working with donors funded projects in Post conflict countries such as South Sudan with practical experience in the environmental sector preferably in environmental management; Skills in stakeholder engagement and consultation, and community participation is desirable; Proven ‘get-it-done’ attitude, ability to solve problems independently, and work with limited supervision. Self-driven and proactive, focused on rapidly achieving results in advancing project implementation; Fluency in English and knowledge of Arabic and other South Sudan local dialects will be an added advantage; Knowledge and fluency in standard MS office applications (Word, Excel, Power point); Excellent communication skills: speaking, writing, and listening; Demonstrated interpersonal and negotiation skills including diplomacy and tact. He/she must have significant practical experience with the World Bank safeguard policies and/or IFC Performance Standards evidenced from similar work carried out in the past works.
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
