1.0 BACKGROUND
The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Geographic Information Systems (GIS) Specialist.
2.0 OBJECTIVE OF THE ASSIGNMENT
To provide reliable statistical data and a functional Geographic Information System (GIS) for enabling planning, monitoring, implementation and reporting under the ASSIST Project and to support effective and efficient implementation of the ASSIST grid expansion and connections component,
3.0 BRIEF SCOPE OF THE ASSIGNMENT
- Update and manage the MoED/SSEC Geographic Information Systems (GIS) database, including the integration of planned, under implementation, upgraded, and commissioned power lines. Ensure GIS mapping standardization and promote data sharing in the Energy sector.
- Verify drawings from surveyors, contractors, and service providers for built power lines. Provide technical support for the development and maintenance of GIS applications, scripts, and programs used for analysis.
- Train staff in GIS mapping, GPS usage, and statistical data collection, management, and analysis. Perform GIS and statistical data analysis, focusing on the ASSIST project's needs.
- Participate in ASSIST monitoring and evaluation activities, ensuring infrastructure georeferencing. Assess methods to integrate GIS with other databases and tools, and perform additional duties as assigned by the project manager .The detailed Terms of Reference (TOR) for the assignment can be obtained from the Project Manager [email protected] and Senior Procurement Specialist [email protected]
The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
4.0 QUALIFICATIONS AND EXPERIENCE
The consultant should have the following minimum qualifications:
Qualifications
- Bachelor's Degree in GIS, Computer Science, Information Technology, Geography, or a related field from an accredited university. Experience
- Minimum of five years of experience in GIS software & technology, with a strong practical and technical background in Geographic Information Systems, particularly ESRI products like ArcGIS or Open-Source Products (e.g., QGIS, Carto, Mapbox).
- Proficient in Statistics, Spreadsheet Software (Excel), and Statistical Software (e.g., SPSS, R). Familiarity with SQL Query Language and client/server hardware and software.
- Experience in GIS-based electrical system planning, network analysis, and project management including resource allocation, risk assessment, and scope assessment. Ability to provide technical and administrative assistance in GIS applications.
- Familiarity with the energy sector in Africa, including experience in field data collection, data management, analysis, and reporting for large-scale electrical network projects The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The assignment shall be for a period of initial two (2) Year and renewable subject to availability of funds and satisfactory performance
