DUTY STATION: MAFS Project Building, Juba- South Sudan

- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the following projects: South Sudan Resilient Agricultural Livelihood Project (SSRALP), South Sudan Emergency Locust Response Project (SSELRP). Based on aforementioned, MAFS intends to apply part of the proceeds for the payment for the services of the MIS Officer.
- The overall objective of the position is to effectively and efficiently manage the program management information system which will incorporate elements of the Monitoring and Evaluation framework and the results matrix and that will provide mechanisms and modalities for monitoring the achievement of activities, outputs, outcome and their contribution towards the achievement of each project development objective.
- Responsibilities: The MIS Officer will be responsible in conducting maintenance and development of the Management Information Systems (MIS); Produce quarterly project management information systems; Exploring innovative solutions for the delivery of data and information to enhance decision support mechanisms; Data and information sharing through automated retrieval and delivery mechanisms; Supporting and developing ICT solutions for enhancing access to information; Geospatial Information Systems; Designing solutions for fulfilling information gaps identified by internal and external users of the Program MIS; Monitoring the use of the biometric data used and produced by the Implementing Partners. He/she provide technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
- Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: A minimum of six (6) years’ relevant work experience in development of Project Management Information Systems with donors’ funded projects, particularly World Bank; Experience in implementation of Biometric identity systems and Installing and Supporting Network segments for both LAN & WAN is an asset; Knowledge of ISO 27001 security standard and its implementation is an advantage; Knowledge of Administration of Databases using Microsoft SQL Server is an asset; Experience in Key roles in DATA Center Services including SAN, Redundancy, Clusters load balancing and fail over. Antivirus, malware Security system, deployment and management in networks is desirable; Strong knowledge in SQL server databases including programming languages like VB.NET, JQuery, Ajax is an advantage; Database management including timely back-ups and sync of data is desirable; Experience of working with Government, United Nations or aid agencies in conflict and/or post conflict situations is desired.
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services.
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
