- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the following projects: South Sudan Resilient Agricultural Livelihood Project (SSRALP), South Sudan Emergency Locust Response Project (SSELRP). Based on aforementioned, MAFS intends to apply part of the proceeds for the payment for the services of the M&E Officer.
- The overall objective of the position is to carry out the monitoring and evaluation of the project activities and ensuring accurate and comprehensive data collection and analysis of results to report on progress towards project objectives. He/she works with technical team members to develop appropriate indicators, targets and all monitoring and evaluation tools and methods for collecting information on project activities and assist with analysis for evidence-based decision making for project improvements. The position holder should compile lessons learnt that will inform decisions undertaken to implement the project activities.
- Responsibilities: The M&E Officer will be responsible for the overall monitoring and evaluation function of the project. He/she advances to the implementing partners technical guidance to ensure compliance and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: At least a Master’s degree in Monitoring and Evaluation, Project Management, Agricultural Science or Rural Development, Social Sciences or any related field; At least 6 years of working experience and with good knowledge of project monitoring and evaluation and impact evaluation in the rural development sector; Good knowledge of data analysis and project cycle management ; Strong team working skills with ability to express ideas clearly, logically, effectively both orally and in writing.; Computer literacy and ability to use word processing and office technology equipment ; Demonstrated ability to work in a team; Ability for knowledge sharing and continuous improvement, result focus and knowledge of result-based programming.; Substantial work experience in the preparation of results framework and progress reports of donor funded projects;; Strong management skills including ability to provide strategic guidance, technical oversight, mentor staff, develop M&E work plans; Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community-based organizations); Experience working with international and donor organizations monitoring and reporting requirements would be a plus; Demonstrated written, analytical, presentation, reporting and computing skills and familiarity with modern communication systems (internet, worldwide web, email etc.); Strong analytical skills, oral and written communication and Excellent working level of English language in both writing and speaking.
- The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
- The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
- A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
