- The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Building Skills for Human Capital Development in South Sudan ( BSHCDSS), Based on aforementioned , MoHEST is seeking to use a portion of the proceed of the finance the position of the project accountant.
- Objective of the assignment : The objective of the position is to carry out accounting and financial management responsibilities of the project in full adherence and compliance to World Bank financial management guideline , procedures , regulations and closely follow project implementation manual and grant agreement .
- Reponsibilities: The Project Accountant will be responsible for the provision of technical assistance to the program in general and advance to the implementation of the finacial policy and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the terms of reference ( TOR) that will be provided upon submission of application ( in person or by E- mail ).
- Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retried six months prior to the advert; ( ii) their employment will not create conflict of interest .
- Duration : The assignment will be for a period of twenty- four (24) months with a possibility of extension subject to satisfactory performance.
- Selection Criteria:The selection shall be based on qualification, experience and skills of the candidate and follow by an interview. The qualification , experience and Skills should include : Holds Degree in Finance , Accounting , Business Administration or any relevant from a recognised university with a relevant accounting / financial management focus ; qualified Chartered accountant ( prefer fellow member of ICAI) or Certified Public Accountant ( CPA) ; a) General experience : Minimum of at least 5 years of hands on experiences working with donors funded project ; b) Specific Experience ; knowledge and experience in accounting software is a must .
- Practical working experience in training : Skills in stakeholder enagagement and consultation ; proven ' get- it done ' attitude , ability to solve problems independantly , and work with limited supervision . Self -driven and proactive , focused on rapidly achieving results in advancing project implementation ; Fluency in English and fluency in standard MS office applications ( Word, EXcel ,power point) ; Demonstrated interpersonal and negotiation skills including diplomacy and tact; She/ He must have significant practical experience with the World Bank financial management policies and / or IFC performance Standard evidenced from similar work carried out in the past works.
- The MOHEST now invites eligible individual consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the curriculum Vitae ( VC) in the prescribed form that will be aproveded with the TOR upon submission of application ( in person or by e-mail at the address given below )
- The attention of interested consultants is drawn to section III , paragraph 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers' July 2016 revised November 2017 , August 2018 and November 2020 [ Procurement in investment Project financing ; Goods , works , Non- consulting and Consulting services ] , Setting forth the World Bank's policy on conflict of interest.

- Deadline for submission ; The expression of Interest ( EOI) and CV completed in the prescribed form must be delivered to the address below ( in person , or by E- mail ) Friday 24th November 2023 at 17:Hours ( South Sudan Time ).
