NAME OF THE PROJECTS: Resilient Agricultural Livelihood Project and Emergency Locust Response Project

CONSULTING SERVICES: Procurement Assistant

DUTY STATION: MAFS Project Building, Juba- South Sudan

  • The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of the following projects: South Sudan Resilient Agricultural Livelihood Project (SSRALP), South Sudan Emergency Locust Response Project (SSELRP). Based on aforementioned, MAFS intends to apply part of the proceeds for the payment for the services of the Procurement Assistant
  • The Under the supervision of the Procurement Officer, this role is responsible for maintaining and provides professional support in the procurement of goods, services and information management.

Responsibilities: The Procurement will be responsible Maintain a proper information management system for all Procurement documents and records of the two projects; Regularly review the contract files and assist in monitoring contract performance and expiry dates; Conduct general procurement activities for the two Projects; and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

  • Duration: The assignment will be for a period of twenty-four (24) months with a possibility of extension subject to satisfactory performance.

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: A Bachelor Degree with a major in relevant discipline such as Procurement, Engineering, Law, Finance, Business, Commerce; A minimum of at least 5 years of direct relevant experience including broad expertise in the management of procurement in the public or private sector; Minimum of at least 3 years of experience in implementing procurement actions according to international organizations guidelines such as the World Bank, the United Nations, African Development Bank etc. for procurement of goods, services, and works; Experience in similar working environment like that of South Sudan is desirable; Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use. Fluency in English both written and oral is a must; Excellent written and oral communication skills; High-level interpersonal and relationship-building skills. Ability to communicate and work effectively with persons of various cultures and religions.

  • The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
  • The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
  • A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
  • Interested Consultants may obtain further information at the address given below from 9:00 to 16:00 Hrs. on working days (Monday through Friday.)
  • Deadline for submission: The Expression of interest (EOI) and the CV completed in the prescribed form must be delivered to the address below (in person, or by mail, or by e-mail) by June 8th, 2022 at 17:00 Hours (South Sudan Time)
